Key Roles &Accountabilities
• To support the ongoing development of the college accommodation strategy that meets the needs of learners, staff and all other stakeholders and delivers our Strategic Plan, providing space needs assessment and space utilisation information to inform this • To provide general and specific advice on the development of new building projects and assist in the preparation of relevant capital and revenue bids for funds, working with and appointing relevant specialists. • Managing the college’s annual Premises Budget including planning, preparing and monitoring and achieving on-going efficiencies whilst maintaining an outstanding estate and delivery of all services • To conduct regular reviews of the condition of the College estate and relevant equipment and produce a comprehensive prioritised and costed maintenance and renewal plan. Implement the plan within agreed budgets by contracting work through in house labour force or contractors as required • To oversee and where appropriate, project manage new building works, extensions and refurbishments from conception, through feasibility, design, tendering and construction to commissioning and operation. Ensure projects. are completed within time and budget constraints. Selecting and overseeing work of specialists and contractors on site, monitoring such works and to be responsible for the health and safety, overseeing site works as the lead contractor as appropriate. Manage all staff within the scope of this role, ensuring their development and training is up to date • Where appropriate to prepare and apply for Planning & Building Control consents. Provide reports to assist the Finance team in making grant applications and claims • To liaise with external bodies such as Highways and Local Authorities on projects that have an impact on Campuses to ensure maximum benefit / minimum detriment to the College • To support curriculum areas in their growth and development and undertake regular College space utilisation surveys and observations to inform the accommodation strategy. • Produce regular written reports for College management and the Corporation on the progress of building projects and the condition of premises and equipment. • To manage the acquisition and disposal of leases where the College is Landlord or Tenant rent reviews and renewals including instruction of solicitors etc. • To manage in conjunction with external advisors, agents and solicitor’s documentation of sale and acquisition documents to include statutory records, land registry and title information, surveys and plans. • To support the Maintenance Team Leader with technical expertise on maintenance and minor works matters • To develop and maintain the Facilities Management system (CAFM) • Responsibility for managing the college vehicle fleet including the purchase, storage, maintenance and usage of all college motor vehicles. • Ensure that all college activities through the Property Services team are fully compliant with all relevant legislation. • Set out and implement plans for carbon reduction, energy and waste management, with responsibility for the Sustainability Plan. Lead the College Sustainability Group, sharing and developing these plans with stakeholders, encouraging engagement in sustainable initiatives across College • Responsible for, amongst others, the development, maintenance, implementation and renewal of the College Disaster Recovery Plan, , Green Travel Plan and Asset Management Plan. • To manage the outsourced contracts for cleaning and car parking.
