Also during that time, “the Green movement totally realigned itself to address climate change. That should have galvanized the nation into action, but failed to do so.” Also at that time, the Heritage Foundation was characterizing environmentalists as “the greatest single threat to the American economy.” Significant Green Victories At the state and local government levels, “Green organizations have decades of legislative accomplishments: limiting vehicle emissions; increasing fuel efficiency standards; reducing the permitted allowable emissions of many toxic substances; stopping hundreds of environmentally damaging projects; restoring fisheries; increasing food safety; protecting countless numbers of wilderness and conservation areas; changing the behavior of dozens of the world’s largest corporations; educating millions of children about environmental issues; and profoundly changing the landscape of American opinions and practices in relation to recycling and energy conservation.” It is a long and impressive legacy. Controlling the History Political battles have many fronts, including whose version of history will prevail over time. Examples include “the dueling narratives of the Green movement itself.” Then there are the Republican primary voters and the activists controlling the Tea Party, “who are quick to discipline any Republican in Congress who strays from the anti- environment platform. With approximately two hundred Republican House seats protected by gerrymandering in the Republican primary,” it is virtually impossible for any other party to successfully mount a challenge in the general election. “Most political analysts cannot yet see a path that would release any Republican from the grip of the anti- Green force.” Many conservatives today who are hostile toward the Green movement are unaware of the major role “conservatives played in advancing and shaping that movement over the course of the twentieth century.” After the Civil War, Whigs and conservatives set “the foundation for conservation as a political movement.” In 1864, Whig politician George Perkins Marsh “articulated the case for ecological conservation in its modern form.” Observing the steady transformation of the landscape of the New World, he advocated preservation for the public good and for “the long continuity of civilization.” The transcendentalist belief in the transformative power of nature added meaning and value to the American wilderness, which led to the creation of Yellowstone National Park in 1872 and Yosemite National Park in 1890. “The moment that probably marks the beginning of conservation as a movement with political aspirations is the formation of the Sierra Club in 1892, which was dedicated to the preservation and protection of nature for its own sake.” By 1916 when the National Park Service was created, there were thirteen national parks. “Teddy Roosevelt’s conservation record is unmatched by that of any president from either party.” He added “130 million acres to our national forest lands, fifty-one new national wildlife refuges, and eighteen new national monuments.” Frederick Rich has dedicated this important and well-written history to the late Frances Stevens Reese (1917-2003), “an environmental trailblazer. Frances was a founder and chairwoman emeritus of the environmental group Scenic Hudson, and a veteran of the fight to keep a power plant from being built on Storm King continued on page 72
