Agents form an important part of the payroll and tax systems for many businesses and their needs can differ from that of other organisations and individuals that interact with HM Revenue and Customs (HMRC).
The community forums can help you find answers to your questions about tax and benefits and provide a space for agents to discuss and resolve issues.
The Agent Forum is hosted in a private area within the HMRC online customer forum through which agents can raise general queries about HMRC systems and processes that they come across in day-to-day practice.
All agents, who are a member of a professional body, such as the CIPP, are invited to join HMRC’s Agent Forum . Members are encouraged to sign up to the forum and report concerns or ask questions. It is only through providing feedback to HMRC that such issues can be identified and resolved.
HMRC has provided a guidance document on how to register for the service.

Open consultation – The Finance Act 2004 (Registered Pension Schemes and Annual Allowance charge) order 2024

HM Revenue and Customs (HMRC) has published a consultation on the draft changes to The Finance Act 2004 (Registered Pension Schemes and Annual Allowance charge) order 2024.
This draft statutory instrument lays out provisions for pensionable service in specified legacy (closed) and service in a reformed (open) public service pension scheme, to be combined for the purposes of calculating an individual’s pension input amount against their Annual Allowance. This will allow the offset of pension input in a legacy scheme against input in a reformed scheme where they relate to the same employment. This consultation will be of interest to pension scheme administrators of public service pension schemes. HMRC welcome views on this technical consultation on draft regulations to make changes to how pension input is calculated in a legacy public service pension scheme against the annual allowance.

P9X for 2024/25 tax year has been released Published: 5 February 2024 Emailed: 7 February 2024
HM Revenue and Customs (HMRC) has published the latest version of P9X(2024) – Tax codes to use from 6 April 2024 has been added in English and Welsh.
The guidance sets out getting ready for the new tax year and when to make the change to tax codes. The document also details tax code allocation for new starters, leavers and employees with a new tax code form P9(T).
As expected, the basic personal allowance remains frozen at £12,570 for the whole of the UK and the emergency code continues to be 1257L for the 2024/25 tax year.
