New EU Framework Agreement for Social Security Published: 31 May 2023 Emailed: 31 May 2023
The UK has been invited to sign up to a new framework that would allow employees and employers to maintain paying social security in the country of the employer if an employee works for less than 50% of the time in their home country.
The agreement is due to come into force on 1 July 2023 for the countries that choose to sign the agreement by that date. The 27 EU member states, Norway, Iceland and Liechtenstein have been invited to sign in addition to the UK.
This would increase the threshold from the current 25%, which could potentially make assessing employees easier and less burdensome, improve predictability and allow more flexibility. With remote work becoming more prevalent it is easy to see why such agreements are being sought.
We do not know yet who will agree to the framework. There is no indication currently as to if the UK will be signing up to the framework, keep a close watch for any updates.

Deadline for voluntary National Insurance contributions extended to April 2025

In a joint release from HM Revenue and Customs (HMRC) and the Department for Work and Pensions (DWP), it was announced that the deadline to top-up voluntary National Insurance (NI) contributions has been postponed until April 2025.
Usually, individuals can only pay voluntary NI contributions for the previous six tax years, however, currently they may decide to make up any gaps in their record all the way to April 2006.
This can be particularly pertinent to those who are:
low earners

unemployed but not claiming benefits self-employed but with low profits living or working outside of the UK.
These groups should be encouraged to review their record and see if making voluntary contributions is beneficial. It is worth nothing that filling gaps will not always increase an individual’s state pension amount.
This deadline was already extended earlier this year and has now been extended for almost two additional years, this will allow many more individuals the chance to make payments if they wish. With pensions adequacy being a very relevant topic right now, the CIPP encourages employers to speak to employees and make them aware of these facilities before it is too late.

HM Revenue and Customs (HMRC) has released some statistics relating to Employment Allowance (EA) which are interesting and serve as a reminder to businesses who could be claiming this important support.
