Allocation of tips: a consultation on fairness and transparency Published: 17 January 2024 Emailed: 17 January 2024

The government is consulting on the fair and transparent distribution of tips following the publication the draft code of practice.

Employers in England, Scotland and Wales will need to abide by new rules that aim to come into force later this year on 1 July 2024. This consultation seeks to understand how employers or those in charge of tips will be handling the new rules with staff members. While not focussed on the payroll profession, the government is seeking views from troncmasters and payroll professionals on their involvement. The CIPP have heard concerns from troncmasters operating independently from a business regarding the fees they charge. The CIPP will therefore be asking for further clarification on the rules in guidance as asked within the consultation.

The consultation can be completed online or you can email your thoughts to nationalminimumwage@businessandtrade.gov.uk.

As always, you can also share your views with us via the “have your say” submission box, right here on the CIPP news pages. Just remember that this is anonymous, unless you are signed into your CIPP account, so we are not able to respond, it is just one of the ways you can share your thoughts with us and have your voice heard.

Read the CIPP’s small pots call for evidence response Published: 29 January 2024 Emailed: 31 January 2024

If you have read our LinkedIn newsletter, The Payroll Pages, on Friday, you may have read about the issue of deferred small pots and why they matter. If you haven’t read that newsletter, go do that now, and subscribe while you are there.

Either way, the CIPP’s response to the latest call for evidence in this area is now available for members to read on our consultation responses page. It is fairly long and complex, but barely scratches the surface of how complicated the coming solutions will need to be in order to achieve positive outcomes for all involved. Within the response, we set out our main concerns of increased administrative burdens placed on employers if a member-led pension choice in introduced without the backing of a clearing house. For this to happen we must first explore the possibility of unique identifying numbers and setting pension data standards to reduce the chance of errors and misallocating funds. The CIPP will be seeking to continue conversations with the Department for Work and Pensions (DWP), therefore, if you have any additional comments after reading our response, please do have your say. Use the comment box in the side bar on our news pages, s tarting your messages with “Small pots” and we will do our best to make your voice heard at government level.
