‘‘The Administrative Burdens Advisory Board is passionate about listening to and understanding the needs of the small business community. Board members come from a range of businesses and professions, and their goal is to support HMRC to make the tax system quicker and simpler for small businesses. The Administrative Burdens Advisory Board challenges HMRC on its performance, providing robust scrutiny against key initiatives such as, Making Tax Digital and improving customer experience. Their annual report, which is sent directly to Treasury ministers , reviews HMRC’s progress against Administrative Burdens Advisory Board priorities.’’ This survey gives small businesses in the UK (including sole traders, self-employed, micro-businesses and organisations with fewer than 51 employees) the opportunity to provide insight into the tax system that ABAB can use to support businesses. Feedback allows the ABAB to work with HMRC to influence and target future improvements in the way the tax system is administered.

HMRC updated guidance: NI, MTD and payroll software Published: 19 April 2023 Emailed: 26 April 2023

HM Revenue and Customs (HMRC) has now updated the GOV.UK guidance. Below are the key updates for this week: •

Making Tax Digital (MTD) for income tax: service availability and issues – a service issue has been added. HMRC are working to resolve an IT issue that is affecting some users, when accessing the income tax self- assessment submission service and submitting a final declaration or retrieving tax calculations • rates and allowances: national insurance contributions - the heading ‘2023 to 2024’ has been added to the Class 3 National Insurance (voluntary) table in section 4 • find payroll software that is recognised by HMRC - entries for six suppliers have been updated • reclaim tax relief for pension scheme members with relief at source - the form APSS107 is no longer used for annual information returns.

System requirements to use HMRC's Basic PAYE Tools Published: 28 April 2023 Emailed: 3 May 2023

Basic PAYE Tools (BPT) is free payroll software from HM Revenue and Customs (HMRC) for businesses with fewer than 10 employees. There are specific system requirements in order for BPT to run on a device.

An Intel compatible CPU is needed, which supports the SSE2 instruction set, such as a Pentium 4 or newer.

The installer will not work on processors that do not support SSE2, including:

Intel processors prior to Pentium 4

• AMD processors prior to Athlon 64, including all Socket A-based processors • some Celeron processors

Currently Mac OS 13 (Ventura) is not compatible. The following operating systems are supported:

Windows 10 and 11

• macOS version 11 ‘Big Sur’ and 12 ‘Monterey’ • Ubuntu Linux version 20.04 LTS and 21.10

However, only 64-bit Intel/AMD compatible versions of these operating systems are supported.
