Care leavers bursary to be made tax and NI exempt Published: 2 May 2023 Emailed: 3 May 2023

HM Revenue and Customs (HMRC) confirmed on 28 April 2023 that amended regulations will be introduced to ensure that bursary payments for care leavers will be exempt from income tax and national insurance (NI).

Care leavers, aged between 16 and 24, who enter into an apprenticeship may be eligible for a £3,000 bursary. Under current rules, this would generally be liable for income tax and NI as an employment payment.

The changes, due to commence 1 August 2023, will bring an exemption for income tax and a class 1 NI contribution disregard ensuring that recipients will receive the full amount of bursary available to them.

HMRC updated guidance: PAYE and income tax Published: 10 May 2023 Emailed: 10 May 2023

HM Revenue and Customs (HMRC) has now updated the GOV.UK guidance. Below are the key updates for this week: • guidance for ‘Find payroll software that is recognised by HMRC’ has been updated for four suppliers

• guidance : ‘CWG2: further guide to PAYE and National Insurance contributions’ has been updated. In section 2.2.5 the instructions around commutation payment where pension payments have not started (not crystallised) have been updated to use the BR code when no P45 is used

• guidance for ‘Claim Income Tax relief for your employment expenses by post’ has been updated. Information about needing an agent services account to submit income tax or PAYE repayment claims on behalf of others has been added.

Offshore companies named as tax avoidance promoters Published: 10 May 2023 Emailed: 10 May 2023

HM Revenue and Customs (HMRC) has named two Belize registered companies as promoters of a tax avoidance scheme in the UK.

HMRC has reported that the two offshore companies were promoting and marketing a tax avoidance scheme known as the Umbrella Remuneration Trust (URT). The scheme used complex, offshore, financial arrangements so that income tax and National Insurance contributions (NIC) were not correctly paid.
