SICS • Gaming Operation level standards that must conform to the MICS and TICS • Detailed, employee-level descriptions of duties

MICS • Federal minimum standards for gaming promulgated by the NIGC pursuant to IGRA. • 25 C.F.R. Parts 543 & 547, which cover Class II Gaming are enforceable. • NIGC’s Class III Guidance recommends adoption of standards from 25 C.F.R. Part 542

TICS • Must at least match the level of regulation contained in the MICS • Also contains Title 31 Regulations • Structurally, the TICS mirror the MICS • Specify in Tribe's terms who is responsible for carrying out standards.

Tribal Gaming Agency Regulations • Promulgated by the Commission to conform to TICS, the Ordinance, the Compact, and MICS, and all other applicable laws, including Title 31 requirements. • Specifies duties of individual employees

Tribal-StateCompact • Only regulates Class III Gaming • Negotiated and entered into between the Tribe and the surrounding state. • Notable areas covered: prize and tort claims, authorized/covered gaming, fees

Gaming Ordinance • Part of the Tribe’s laws • Establishes the Tribal Gaming Regulatory Agency (the Commission) • Contains regulatory duties and enforcement powers of the Commission. • Contains licensing authority and standards

Policies and Procedures • Policies and procedures for internal use that address specific areas • Practical steps and details for meeting requirements • Can be established by the Commission or an Operation
