Pavement Management Plan - $5,225 (Unbudgeted - Operations)

Engagement of Associated Engineering Consultants to Create a 5-7 Year Plan

Background: It is my understanding that for years, a local asphalt construction company named Asphalt MD, has evaluated road work to be done each year and then, subsequently awarded the contract. I’ve always believed that, when possible, an independent consultant should be used to prepare Scope of Work so that no conflict can be claimed. I’ve used Associated Engineering Consultants (AEC) throughout my career for two main tasks. The first is creation of a Pavement Management Plan (PMP), a plan which points out where remove & replace, crack-fill, sealcoats and even overlays are necessary. It can be used for Reserve projections. The second task is that AEC can also evaluate yearly, prepare a Scope of Work, and solicit bids from numerous contractors. The first step is the PMP. Attached is a quote provided by Jeff Pearson, who will prepare the PMP as well as, if requested, the Scope of Work each year of the PMP. I was surprised that they have several community associations in the Valley who they work for, of which a list is attached. A sample PMP from Bermuda Dunes is attached, including the color-coded, year-to-year work. Motion(s) for Consideration: To approve an expenditure in an amount not to exceed $5,225, from Operations, and engage Associated Engineering Consultants to prepare a 5-year Pavement Management Plan Designated Funding: N/A
