The relative scarcity of process innovation, however, is concerning. It is certainly possible that information concerning technology and innovation used in the delivery of legal services is not routinely made public. But the difficulty in identifying process innovation may be indicative of barriers to adoption that the Welsh legal sector is finding hard to overcome: these could range from high costs to lack of expertise, value-for-money considerations, regulatory issues, or perceived lack of client demand for such innovation. Further research is needed to clearly identify these barriers and incentivise service innovation, which appears to be a key component missing in Wales to achieve paradigm innovation at sector level. Our findings therefore suggest the need to address the following outstanding issues: 1) reducing gaps in the adoption and development of technology between South Wales and the other regions, 2) encouraging innovation in small and medium law firms, 3) stimulating process innovation, in particular through the development and integration of cutting- edge technologies in the delivery of legal services, and 4) supporting the sector in achieving greater coordination and collaboration, with the aim of reaching paradigm innovation at sector level.
