About us

Our Vision Support people to live their best possible life.

Our Values People are the foundation underpinning all that we do in Cheshire Ireland. All of our values are guided by a person centred rights- based approach.

Who We Support We support people who are aged between 18 years and 65 years (on date of admission) who have a wide range of disabilities such as Huntington’s Disease, Cerebral Palsy; Multiple Sclerosis; Spina Bifida/Hydrocephalus; Stroke; and Acquired Brain Injury. The people we support often have complex and high support needs. What We Do In addition to providing care and support to people with disabilities, Cheshire Ireland is an Approved Housing Body, and therefore provides housing to some of the people we support. Our aim is to provide quality, person- centred services, which facilitate people to live their best possible life. Our services are designed around the needs of each person we support and include areas such as clinical support, personal care, transfers/ mobility, continence, medication management, showering/bathing, preparation of meals, eating, laundry, money management, and community involvement - supporting individuals to engage in social and recreational pursuits. Support in advocacy and tenancy, is also undertaken. People are at the core of all that we do in Cheshire Ireland, and we are always working to support people to live in an environment which safeguards their individual rights while promoting wellbeing, independence, and quality of life.

Cheshire Ireland was established in Shillelagh, Co. Wicklow in 1961 and has grown to become a nationwide organisation providing services to over 270 people in their own homes, in residential centres, in supported accommodation and in respite facilities. Cheshire Ireland operates in accordance with a set of core values to guide us in our work and interactions every day. This encompasses our commitment to excellence, continuous improvement and the development of our people. The values demonstrate our belief in the importance of involvement and collaboration and our aim to operate in a culture of working with integrity and transparency, in an inclusive environment that fosters diversity. Our locations With over 270 people across Ireland using our services, Cheshire Ireland is one of the largest supported accommodation providers in the country.

Foreword

Cheshire Ireland started providing services to people with disabilities over 60 years ago. Throughout this time the organisation has evolved with the changing needs of those we serve and the changing landscape of health and social care service provision in Ireland. We now provide residential, community and respite services around the country, ensuring the highest quality, safe services. The development of this strategy began in 2022 in order that we could ensure that all necessary engagement and information gathering was completed, therefore ensuring that the strategic priorities identified are a true reflection of the desired direction of the key stakeholders of Cheshire Ireland. We must continue to develop and adapt to the needs of those people availing of our services in a way that best supports them to live in a way that they choose. The strategy, developed in consultation with those people, our employees, and other stakeholders, sets out the direction for the organisation to ensure that this evolution continues.

The core aim of this strategy is to deliver outcomes that support us to enhance and improve the lives of people we support through building the capacity of our front- line operations teams and support services to focus on delivering excellent high quality, safe supports. This will be achieved through improving and changing our processes, and embracing innovation and technology to allow for more effective use of the resources we have. All actions undertaken to realise the strategic priorities will be underpinned by our organisational values of excellence, partnership learning, integrity, and respect. The landscape of disability services in Ireland is changing, as have the expectations of people receiving services. Cheshire Ireland is therefore increasing its focus on how we best meet the changing needs of the people we support. While continuing to provide our current supports, Cheshire Ireland is working to enhance our services to support people to live in their own home and be as independent as possible.

Housing provision of the future must include fully integrated smart homes which are suitably located, equipped and adaptable to the increasing or changing needs of the person. Service Provision of the future must be designed and delivered around the person’s rights and choice, maximising independence, minimising intrusion, and promoting dignity through both physical supports and the use of technology. The organisation must evolve to fully deliver on this goal, requiring a strong focus on quality, safety, organisational and individual learning, continuous improvement and innovation. Having learned from the Covid-19 pandemic, that priorities can change in an instant, we know that any plan we set out must be fluid and adaptable. We will therefore review this document on an annual basis and ensure that it is a ‘live strategy’ so that our strategic priorities can adapt and evolve in response to changes in our external environment. The strategy will be monitored and reported on regularly throughout the lifetime of this plan.

As Chairperson and CEO of Cheshire Ireland, we are delighted to present this strategy to guide the work and development of the organisation over the next five years. We are grateful to the people we support, Cheshire Ireland employees and all other stakeholders who contributed to setting the future direction of the organisation and to the creation of this strategy. We very much look forward to working together in achieving these objectives over the coming years.

A lengthy consultation process was undertaken in relation to this strategy in 2022-2023. The priority focus of the process related to people using Cheshire Ireland services, and people working in, or supporting those services as well as the Board of Trustees and the Senior Leadership and Management Team. Cheshire Ireland's Strategy 2024-2029 focuses on six key areas. An overarching goal for each of these areas has also been identified.

We are committed to excellence in all aspects of the services we provide by taking pride in the work we do and being driven by the desire for continuous improvement to achieve the highest standards at an individual, team and organisational level.

Respect We are committed to a culture which welcomes diversity while actively demonstrating inclusion and mutual respect in all our interactions. Partnership We believe in the development of meaningful partnerships which empower and engage people through involvement and collaboration.

Strategic Objectives 1.1 Person-directed supports designed (what) and delivered (how) around the person, their needs, wants, goals and ambitions. 1.2 Inclusion, Independence, Accessibility, Choice, Rights and positive risk-taking are at the core of service provision. 1.3 Continuous improvement and innovation are delivered through the prioritisation of quality improvement, safety, and organisational learning. 1.4 T he services we deliver maximise independence and choice using high-quality assistive technology, virtual technology, remote supports. 1.5 Optimise resources available to support the delivery of services through maximised efficiency and effectiveness. 1.6 Optimise engagement with those using Cheshire Ireland services and all key stakeholders. 1. Strategic Objectives 5.1 A chieve sustainable financial security for organisation through long term financial planning. 5.2 Maximise the effective and efficient use of our financial resources to ensure value for money in the continued delivery of high-quality safe services. 5.3 Generation of alternative revenue streams through fundraising, Corporate Social Responsibility, Donors, Grants etc. 5.4 Promote the Cheshire Ireland brand to raise public awareness and engagement. with the organisation to support the achievement of alternative revenue streams. 5. Financial Sustainability Strengthen fiscal management for the whole organisation while also generating alternate revenue streams to enhance the quality of services we deliver.

Strategic Objectives 2.1 Hub-centred community-based services and respite services that are adaptable to the person and their preferences. 2.2 Maximised services that meet a range of levels of need and are adaptable to the persons changing needs. 2.3 Development of services using assistive technology and remote supports for people with a low level of need. 2. Service Development Cheshire Ireland operates models of service that optimise inclusion, independence, choice, rights and positive risk-taking to enable people with a wide range of disabilities to live in their own home within a community. Measuring success and impact

The success and impact of this strategy will be measured through our achievement of clear, identified critical success factors. The strategy progress will be reviewed monthly by the Executive and Senior Leadership Team with regular updates to the Board of Trustees, people availing of our services, employees, and other key stakeholders. In addition, progress summaries will be included in future Annual Reports and other publications accessible to our supporters.
