Corrugated boxes are different from other forms of packaging that define the U.S. recycling system as “broken”. Recycling rates for cor- rugated boxes have hovered near 90 percent for the last nine years and not only are boxes collected, sorted, and processed, but there is a market for the recycled material. Recycled boxes, known as OCC (old corrugated contain- ers), are used as feedstock for manufacturing new boxes. Combined with new fibers from renewable forests, recy- cled boxes help ensure a balanced manufacturing system that supports the circular economy. The U.S. Senate Environment and Public Works Com- mittee recently held a hearing, “Responding to Challenges in the U.S. Recycling System.” Led by committee chairman, Senator John Barrasso of Wyoming, the hearing featured testimony from Bridget Croke, managing director of Closed Loop Partners; Meghan Stasz, vice president of packaging and sustainability at Consumer Brands Association; and Nina Bellucci Butler, chief executive officer of More Recy- cling along with statements for the record from the Paper Recycling Coalition and The Recycling Partnership. While much of the hearing focused on America’s “broken” recy- cling system and the current plastics crisis, it also provided a platform for sharing the extraordinary environmental suc- cess story of corrugated packaging. Where OCC Goes Since the corrugated industry began tracking the re- cycling rate in 1993, the industry has also been tracking where collected OCC goes. Of the 35 million tons of cor- rugated packaging produced in the U.S. in 2019, 32 million tons were used again to make new products. Just shy of 17 million tons (52 percent) were used to make the same high-performing boxes again. Another 10 million tons (32 percent) were exported to make boxes in other countries and smaller amounts of fiber were used to make boxboard (pasta boxes, cereal boxes, etc.), industrial packaging (tubes, cores, etc.), tissue and other products. This is the part that is missing for plastics. It is almost impossible to recycle and manufacture a plastic laundry detergent bottle into the same plastic laundry detergent bottle again. Therefore, the recycling system is “broken”
