The gap between those two numbers is not a market-size problem. It’s a positioning problem. EOR providers already have what it takes to close that gap. They just haven’t fully deployed it. The evolving EOR offering started with the PEO models and payroll bureaus that developed in the 1980s. It went global in the 2010s,
spanning multiple countries under a single provider. Today the market extends well beyond legal employment and contractor management, into HRIS, immigration, benefits, and workforce intelligence.
