CONFERENCE OPENING AND WELCOME Liz Lay MSc FCIPPdip FHEA ACIPD | Chair | CIPP

To open the CIPP’s Annual Conference and Exhibition in style, a short video was presented, to highlight all the work that payroll professionals have carried out over the past year, and how the CIPP has been there to support.

The CIPP’s chair, Liz Lay, then welcomed everybody to the event, which was held face-to-face at the Celtic Manor in Wales for the first time in two years.

Liz thanked the event sponsors, and extended a warm welcome to guests, with special thanks to our overseas partners.

Liz spoke of the challenges posed by government initiatives, and the pandemic more generally, and applied them to her role at Aldi. She encouraged payroll professionals to take pride in the work they have carried out over the past few turbulent years.

The changes to National Insurance (NI) this tax year were mentioned, including: ● the increase to NI rates of 1.25 percentage points, from April ● the mid-year change to the primary threshold, from July ● the second mid-year change to NI rates, which mean they will revert to 2021/2022 levels, from November.

There was also discussion of the vast array of new legislation that’s recently been introduced. Liz then explained why all of this means it’s imperative that payroll professionals are still recognised as ‘key workers’.

Details of how the CIPP has supported its members were provided, including: ● the budget hub ● ‘ The Payroll Pages ’ weekly LinkedIn newsletter ● the award-winning BeKnowledgeable webinar series

● the Payroll Assurance Scheme (PAS) ● National Payroll Week celebrations.

Looking towards the future, Liz discussed the CIPP’s involvement in future government consultations, the graduation ceremony 2022, the payroll careers project, the annual general meeting coming in 2023, and of course, the fact that the IPP Education (a subsidiary of the CIPP), is now an Ofqual-approved end-point assessment organisation.

Liz then declared conference open, reminding attendees that sponsors were there to speak to, and the CIPP was on hand to help with anything they needed.

KEYNOTE SESSION – HMRC UPDATE

Steve Watmore, payroll product manager for UK and Ireland, Sage, introduced the sponsored keynote speaker.

Myrtle Lloyd took to the stage to discuss HMRC’s performance over the past year, and the factors that have impacted the work it carries out. This included how the organisation is building its resilience and recovering from the turbulence caused by the pandemic. Looking to the future, Myrtle discussed HMRC’s ‘digital ambition’ focusing on the move to making tax digital for value-added tax and income tax self-assessment. She also explained how the organisation is impacted by external challenges, and how it has helped, and will continue to help its customers during challenging times. There was mention of the change to National Insurance (NI) contributions, and how it has impacted HMRC’s work, just as it has for our profession.

Myrtle wrapped up by confirming that HMRC wants to continue to work in collaboration with the payroll profession to make things better for the future.

PLENARY TWO

This lively discussion featured a selection of experts in the tax field and covered the topic of how working practices have evolved. The panel explained the importance of ensuring these changes are managed in a compliant fashion.

The session covered: ● hybrid working and the associated tax implications ● national minimum wage considerations ● health and safety.

The panel discussion format worked really well and delved into some of the areas that aren’t always at the forefront of considerations when implementing hybrid and remote working styles.

MOTIVATIONAL SESSION

Those who attended the motivational session on the morning of day two were tasked with cracking the code to open a box containing the legendary Maltese Diamond.

The pressure was on, as teams were given just 45 minutes in which to solve the mystery and steal the diamond! This session got everyone’s brains working, communication flowing and was a brilliant experience for all involved.

FUTURE PAYROLL POLICY AND CONSULTATIONS Policy and research team | CIPP PLENARY FOUR

The CIPP’s policy team delivered plenary four of the conference. The team consists of: ● Samantha O’Sullivan MCIPPdip, policy lead

● Mathew Akrigg ACIPP, policy and research officer ● Lora Murphy ACIPP, editor of Professional magazine.

Samantha introduced the session, before handing the reins to Mathew, to discuss the mini-budget, announced by previous chancellor, Kwasi Kwarteng, on 23 September 2022. This gave an update on changes to: ● National Insurance ● tax rates ● off payroll working rules ● investment zones.

At the time of writing, however, much of the above had been altered again by current chancellor, Jeremy Hunt. It was still important to show how quickly new policies are implemented by government, and how payroll must be agile and react to that, with speed.

Lora then discussed the work the policy team gets involved in, when representing the voice of members and the wider payroll profession at government forums and within consultation responses. She then went on to explain how everyone can get involved, through surveys, think tanks and by approaching the team more generally. Finally, Samantha explained the policy team’s overarching strategy, and how it ACTS on behalf of members. Ultimately, the team meets the following criteria, in that they are: ● A PPROACHABLE ● C ORRECT ● T IMELY, and ● S PEAK UP.

PLENARY FIVE

PENSIONS ADEQUACY

Alyshia Harrington-Clark | Head of DC, master trusts and lifetime savings | Pensions and Lifetime Savings Association (PLSA)

The PLSA has been conducting research and collecting evidence to inform proposals for the future scope and design of automatic enrolment and other retirement saving policies.

It has made recommendations regarding increasing contribution levels and targeting individuals in under-pensioned groups.

In the session, Alyshia covered: ● an update on the work being undertaken on pensions adequacy ● initial findings from ongoing research regarding the drivers of inadequacy ● potential policy changes and tweaks, along with new ideas which could help reduce inadequate outcomes.

PLENARY SIX

LIVING WAGE FOUNDATION – PAST, PRESENT AND FUTURE

Shelley Morris | Senior project manager (Living Pensions) | Living Wage Foundation

Those who attended plenary six were treated to discussion of the Living Wage Foundation and its past, present and future. The Living Wage Foundation is responsible for calculating the real living wage rates, which are based on the cost-of-living.

There was discussion of what the recently announced rate for London is, and that of the rest of the UK, and why paying the real living wage rate is beneficial for not just workers, but also their employers.

Shelley then explained what the Foundation’s aims for the future are, including: ● making living wage cities and boroughs ● a global living wage ● looking at creating living hours, including guaranteed minimums of 16 working hours per week ● extending living standards into retirement.

The session ended with a video showing the difference the real living wage has made to individuals’ lives.

EVENING ENTERTAINMENT

To close off day one, there was a buffet and networking event, allowing payroll professionals to mix with their peers.

The entertainment on the evening came in the form of cocktail making, with Zest Mixology, who invited everyone to create cocktails with them.

The crowd were also treated to a flaring routine, and some were even invited up to the stage to try flaring for themselves, including our very own Vickie Graham.

W5 – ADOPTING TECHNOLOGY TO AUTOMATE YOUR PAYROLL

She discussed: ● NMW risks which are currently in the spotlight ● risks HMRC may focus on in the future ● the technical pitfalls of NMW ● examples of unintentional errors.

In this session, there was discussion of how to embed a technology strategy to automate, simplify and extract more from the payroll process.

It focused on the three stages of payroll, so data gathering, analysis and data extraction.

W3 – SHAPING THE FUTURE OF PAYROLL Ana Laiu MSc FCIPPdip

Ways in which technology can help to reduce errors were also explored, to help manage the entire end-to-end process more successfully.

As we all know, payroll is constantly changing and shifting.

In this workshop, Ana discussed: ● the pandemic and payroll

● whether payroll should be an independent or shared identity ● current workforce trends and the future implications for payroll ● inspiring the next generation. Ana gave a lovely anecdote around delivering an update to her daughter’s primary school class about what payroll is. She explained: “Who loves video games? Well, I make sure you get those video games, as my job is to pay your Mummy and Daddy the right money, so they can buy you those games.”

Ana’s parting quote was: “We need to make payroll sparkle”.

W6 – COMPLIANCE REVIEWS Susan Ball, RSM UK

The panel also confirmed how the industry now looks more at personality than experience, and how drive and passion are two traits that just cannot be taught – they’re inherent.

Attendees joined to watch Susan provide her top tips on compliance reviews, as she proved they don’t have to be scary! Susan covered: ● the background of HMRC compliance teams

W9 – BEST PRACTICE FOR MIGRATING TO A NEW PAYROLL SYSTEM Adam Ford MCIPPdip, Phase 3 In this session, Adam aimed to equip payroll professionals with all the knowledge and skills they need to undergo a successful payroll system migration. Adam covered six key steps across the entire project lifestyle: ● making a business case ● system selection ● identifying project managers ● migration and implementation

● how to handle a review or a HMRC nudge letter ● what happens during, and following, a review ● how liabilities are calculated ● common problem areas.

W7 – SUPPORTING EMPLOYEES FROM AUTOMATIC ENROLMENT (AE) TO RETIREMENT Charles Cotton, CIPD In this session, Charles explored how payroll and human resource (HR) teams can build on

● testing ● go live.

Adam used real life examples to explore how system migrations have impacted businesses and payroll specialists.

the success of AE, and ways organisations can get a return on the money they spend on staff pensions. There was also discussion of how to help staff prepare for retirement. Charles looked at why organisations should be interested in workplace pensions, how to help employees navigate pension freedoms and the role of pensions in financial well-being. The session finished with a group discussion about different initiatives, which brought the room together, meaning everyone was engaged and included.

W10 – CIPP BITESIZE TRAINING: PARTY SEASON Fiona Smith MCIPPdip, CIPP As we rapidly approach Christmas and, therefore, party season, the CIPP’s Fiona Smith provided a brilliant and engaging

bitesize training session on accurately reporting gifts and staff entertainment for tax and National Insurance contributions (NICs).

W8 – PANEL SESSION: THE SKILLED PAYROLL TEAM Maria Mason MCIPPdip, BDO LLP Helen Livesey, Hays Payroll Management Nick Day ACIPP, James Gray Associates Ltd Samantha Johnson LLB (Hons) ChMCIPPdip

Fiona covered the following topics, and there were insightful questions from those who attended, throughout: ● annual social events ● trivial benefits ● gifts ● reporting options.

The CIPP’s Gemma Mullis hosted this session, which allowed a panel of experts to share their views on how to build the best payroll team possible. They discussed recruitment, building skills and getting great performance.

W11 – CREATING A REWARD STRATEGY Karen Beckett BA (Hons) ChFCIPP More and more businesses are looking to enhance their reward offering, particularly given the current cost-of-living crisis. Karen, therefore, delivered a session covering why it’s important to have a reward strategy, and how it can be developed through preparation and planning. Karen covered: ● evaluating current reward offerings ● developing a reward strategy ● how to begin the journey.

It was great to see such engagement in the room, and there was plenty of talk around: ● what makes a successful financial well-being programme

● barriers to engagement in the workplace ● successful communication techniques ● diversifying savings vehicles ● measuring success.

W14 – EV SALARY SACRIFICE – GOOD FOR YOU AND YOUR ORGANISATION Ian Davis MCIPPdip, Direct Line Group

This workshop explored how to implement an electric vehicle salary sacrifice scheme, covering the key considerations, along with any risks, benefits and potential compliance issues.

W12 – WHAT IS STRATEGIC PAYROLL? Lou Gray ChMCIPPdip, CIPP

This was a hugely popular session, and the room was so full, there was standing space only! This reflects the fact that electric cars are becoming more popular, whether they’re hybrid, plug-in hybrid or all-electric. There were many questions put to Ian, and this led into an interesting discussion of how salary sacrifice interacts with national minimum wage.

This was a panel session, which explored the definition of ‘strategic pay’ and answered the following questions: ● will the label of ‘payroll’ hold back the department and associate it with operational rather than strategic activities? ● how can payroll support wider HR practice principles and values? ● how can payroll define its seat across hybrid departments, such as tax, HR, finance, project management, IT, legal, etc?

W15 –HOW THE CIPP PAYROLL ASSURANCE SCHEME (PAS) CAN KEEP YOUR ORGANISATION COMPLIANT Julie Northover ChFCIPPdip Julie, who is the lead PAS assessor at the CIPP, delivered an informative session to discuss the PAS application process and accreditation requirements,

W16 – THE GENERATIONAL GAME: DEVELOPING YOUR MULTIGENERATIONAL WORKFORCE Polly Sinclair MSc FCIPPdip MSET Polly led a discussion of how we’re currently seeing five generations at work, and how to meet their varying development needs.

W19 – INTERESTING TAX CASES IN THE LAST 12 MONTHS FOR PAYROLL PROFESSIONALS Justine Riccomini, MSC FFTA AIPA Chartered MCIPD ChFCIPP, ICAS

Justine provided a whistle- stop tour of some of the key

employment taxes related cases from the past 12 months. This provided an insight into: ● what the judiciary have had to review ● the approach to the case, and the subsequent outcomes ● whether case decisions have been binding or not. The session provided attendees with information regarding the key technical aspects of employment tax legislation, and, as a result, an understanding of why things have worked out the way they have.

Among other things, Polly discussed: ● what a modern workforce looks like

● what the different generations expect out of development ● how the different generations at work can be used to an organisation’s (and payroll’s) advantage.

W17 – CIPP BITESIZE TRAINING: SHARED PARENTAL LEAVE Fiona Smith MCIPPdip, the CIPP This bitesize training session covered the tricky area of shared parental leave. Although this isn’t new to payroll, it can often be viewed as complex to administer.

W20 – PENSIONS TOP TIPS Shaun Tetley FCIPP, Portsmouth City Council Shaun provided some tips surrounding pensions, covering defined contribution and defined benefit schemes, along with the state pension scheme.

Fiona provided information to refresh delegates’ knowledge about shared parental leave and shared parental pay, along with some top tips for turning this statutory requirement into a valued employee benefit.

The session explained some of the important things pension scheme members must carry out to engage fully with their pensions.

This was a very engaging session, and the slides used lots of visual images to communicate with the audience.

GLOBAL PAYROLL PANEL Ros Hendren MSc, CMgr FCMI dip, FCIPPdip FHEA, Well Paid Consulting Moniza Syeda , LexisNexis

Great to meet face-to- face, seeing old friends and making new network connections. After being absent for a couple of years, it reinstated the importance and value of attending such a valuable event.

This panel session discussed the following questions:

● what do payroll professionals need to consider when choosing a global payroll software provider? ● when do payroll obligations start for employees working in multiple jurisdictions? ● what does global mobility mean for international payroll compliance? ● The Office of Tax Simplification is currently seeking feedback for an open call for evidence around the emerging trends in hybrid and distance working. Do you believe the tax and social security rules are flexible enough to cope with employees working in multiple jurisdictions?

The CIPP’s Annual Excellence Awards 2022

The night of Thursday 6 October saw the CIPP’s Annual Excellence Awards 2022. Payroll, pension and reward professionals got dressed up in style to mark the key event, at the Celtic Manor Resort, in Wales. The CIPP’s Annual Excellence Awards are the industry’s most prestigious awards, which are given to individuals and organisations who have had the biggest and best impact on the payroll, pension and reward professions over the past year. The night was a roaring success, as some of the true stars of our industry received well- deserved recognition. Following an amazing three-course meal, Ken Pullar, the CIPP’s chief executive officer, introduced the awards, discussing all the hard work payroll professionals have put in over the past tumultuous few years. He also discussed how the profession has had to deal with much to-ing and fro-ing over the past few months. Ken then handed over to business development director, Vickie Graham, to kick off the awards. Vickie thanked the event’s sponsors, and all the judges for assessing the fantastic nominations that the CIPP received this year. It was then time to hand over to this year’s wonderful guest speaker, Clare Balding.

Clare is one of Britain’s leading sports broadcasters, and is known for her love of horseracing, something she spoke about in her opening speech, as her Dad trained some of the late Queen’s horses. She has also authored several children’s books.

Clare’s talents don’t stop there – she is also the winner of the BAFTA Special Award and RTS Presenter of the Year Award, for her expert coverage of the London 2012 Olympic and Paralympic Games.

Clare gave a captivating opening speech, and spoke of her varied and interesting life, before turning to present the Annual Excellence Awards 2022.
