Town of Fuquay-Varina The Town of Fuquay-Varina is responsible for most public facilities and services provided in the community, including: recycling and sanitation services, police protection; fire protection; parks and recreation facilities, water service, and sewer service. Responsibilities for the different categories are spread among multiple Town departments using in-house staff and equipment to build, operate, maintain, and replace infrastructure. A separate Public Utilities Department in the Town operates as an enterprise fund, meaning the government-owned utility operates like a business with the Town Board of Commissioners serving as its governing board. The Town Board establishes service rates for its customers, and plans capital improvements to maintain or expand the different water and sewer systems. The Town purchases bulk water from the City of Raleigh, Harnett County, and Johnston County to operates its water system. The Public Utilities Department may extend services outside Town limits at its discretion (and within agreed upon service areas for other utility providers). It also establishes service rates and fees for customers, and plans for all phases of the different infrastructure systems: capital construction, operations, maintenance, and replacement. Wake County The Wake County Department of Parks, Recreation, and Open Space includes projects and recommendations in its master plans for open space preservation and “long haul” greenways in or near the Town of Fuquay-Varina. Projects identified by the County are funded, in part, from the $120 million Parks, Greenways, Recreation, and Open Space Bonds approved by voters in 2018. Wake County Public School System The Wake County Public School System plans, builds, operates, and maintains public education facilities in Fuquay-Varina.
development in the Land Use Plan requires that community infrastructure be in place concurrent with the magnitude, timing, and location of new development. Town officials also recognize growth will continue well beyond the 2040 planning horizon, and programmed residential and non-residential development potential in the Future Land Use Map (FLUM) assumes the ultimate build-out of Fuquay-Varina. Excess capacity reflected on the Map allows for unanticipated growth, changing market conditions, and economic development opportunities not anticipated at the time the Land Use Plan was adopted. Some areas on the FLUM may not develop within the planning horizon because of different factors, including: private property owner interests, market trends, lending conditions, demographics, or the location and timing of new capital investments. Chapter 7 of the Land Use Plan highlights background information, future year needs, and coordination activities for five different infrastructure categories: police protection, fire protection, parks and recreation, water service, and sewer service. Information for the infrastructure categories provided in the Land Use Plan should be shared with the different infrastructure providers serving Fuquay-Varina, and refined further in future master plans or feasibility studies completed after the Plan is adopted.
Who is Responsible for Providing Infrastructure in Fuquay-Varina?

Private Developers Private developers build some infrastructure ― streets, water lines, sewer lines, parks, etc. ― to serve new neighborhoods, employment centers, or shopping centers and dedicate it to the Town or NCDOT when the project is completed. Either of the receiving agencies operate and maintain the infrastructure after it is accepted, and are responsible for increasing system capacity or replacing deteriorating infrastructure once its useful life has expired.
Residents, business owners, and visitors in Fuquay- Varina expect a well-coordinated and streamlined system of infrastructure to meet existing demands and future year needs. Some infrastructure categories are planned and funded solely by the Town of Fuquay-Varina, while others are provided for by Wake County, the Wake County Public School System, the State of North Carolina, or other partners. A brief summary of service provider responsibilities is provided below.
