King’s Directorate of Estates & Facilities is a key enabler of the university’s Strategic Vision 2029 and we have created a strategy which demonstrates our intent and sets out how the Estates & Facilities team will support the ambition of the university’s strategic vision. Our philosophy has been developed using the Guiding Principles outlined in Vision 2029; we have worked with the teams across the other support

functions, with our academic and research colleagues and our students so that we can ensure that the communities we serve are at the very heart of the directorate’s work. The Estates & Facilities strategy holds together our vision and ensures we can measurably improve the learning and working experience of our student, staff and partners. Meeting our aims will not be without its challenges. Operating in central London means that King’s has some unique challenges ahead with an ambition to grow student numbers and the level of research we undertake. This means we will need to make wise choices about where we focus our effort and resources. We will need to be clear about how we prioritise activity to ensure our decisions can support the overall purpose of King’s. We have a finite amount of space and resource and it is our job to help King’s manage our assets well. King’s has five campuses in central London consisting of more than 100 buildings ranging in age from the 1780s to the current day. Many are listed and of great architectural significance. The campuses house a diversity of spaces, including teaching and learning environments, cutting edge research facilities, two chapels, cafes and restaurants, gyms and student residences. The Estates & Facilities team employs more than 1000 people with a vast range of expertise and skills, operating and maintaining facilities and providing services to ensure King’s remains one of the world’s top universities. Role purpose This role is principally involved with re safety management delivery, discharging the university’s legal duties and providing evidence of compliance in accordance with the Regulatory Reform (Fire Safety) Order 2005. The role will support the Head of Fire Assurance in providing planned and reactive re safety management and support by the way of advising, auditing and coaching key services across the Directorate of Estates & Facilities. This includes but is not limited to projects, capital development and maintenance services, ensuring that the university is safe and complies with relevant legislation. Candidates will have experience and documented capability of operational re safety management across a multi-site organisation and bring with them practical and management experience. The successful candidate is expected to be a strong team player and be able to build bene cial working relationships. They will be passionate about service delivery and be committed to the organisation’s vision and values with the ability to inspire, motivate and empower those around them.
Key responsibilities • To support the Head of Fire Assurance to ensure the Directorate of Estates & Facilities complies with all of it duties under the Regulatory Reform (Fire Safety) Order 2005 through operational implementation of the University’s Fire Safety Management System. • Working under the leadership of the Head of Fire Assurance, the role is responsible for the provision of Fire Risk Assessments across all buildings / spaces occupied by King’s College London. • Ensure re risk assessments are kept up to date by conducting reviews at the frequency determined by the university re safety standards. • Track monitor and review action plans stemming from re risk assessments, inspections undertaken by the enforcement authorities and / or audits on re safety management systems and arrangement and provide regular progress reports to the Head of Fire Assurance. • Support Assurance Support Manager in delivery of re safety training, providing training when required. • Provide post project re safety completion inspections as part of project handover acceptance checks prior to occupation. • Monitor re alarm activations, investigate and review trends to recommend preventative measures to reduce activations year on year. • Record information and provide support on investigations in the event of a re and or incident which has the potential to cause a re. • Support Head of Fire Assurance to liaise with Enforcing Authorities, providing technical support and guidance where necessary, liaising with Health & Safety Services Implementing, reviewing and monitoring re safety standards and performance in accordance with university’s Fire Risk Management System, the Regulatory Reform (Fire Safety) Order and British Standards where applicable. • Record and provide visibility of re safety compliance across the university through innovative analytics tools, enabling real time trend analysis and recommendations to Senior Management. • Work in collaboration with Health and Safety Services when required. • Providing expert technical advice on the application and interpretation of re safety guidance to the university in line with the Fire Risk Management System. • Providing regular reports on re safety performance and undertaking assurance activities across the estate to assess compliance. • Ensure Premises Information Box (PIB) documentation pack-ups are provided for all KCL buildings / occupied spaces. • Develop and implementation of building re strategies for each of the university premises where information is not available, ensuring key re safety information is documented. Day to day support including out of hours availability in emergencies.
PERSON SPECIFICATION
Skills, knowledge, and experience Essential • Higher education to undergraduate degree levelequivalent relevant experience • Holder of a re safety quali cation (Diploma or equivalent) • Full or Associate membership of a re industry professional body (IFE or equivalent)
• Membership to an industry recognised Fire Risk Assessment register or working towards accreditation • Practical application of re prevention theory, and highly developed specialist detailed knowledge of building re design and construction. • Signi cant in-depth experience of re safety management gained undertaking complex risk assessments / working in a large complex multi-site organization. Have the required combination of training, skills and experience to be competent in conducting Fire Risk Assessments. • Demonstrable experience in problem solving in order to assist in developing robust evacuation plans and re strategies within the workplace. • Sound knowledge of re safety legislation and current guidance. • Proven excellent communication, negotiation and in uencing skills at all levels Desirable • Previous experience of working in the higher education / health care sector
