municipalities, the basic fee is charged based on the number of units in each build- ing whether it is a residential or commercial unit. “So as an example, at the present time if you have an apartment building with 17 units, which could be 14 apartments and
3 businesses, you pay a bi-monthly fee of $100.41 plus whatever usage you do over the 28 cubic meters, which is billed at half the price of the basic fee. If we were to bill per unit we would collect a minimum of $1,706.97 for the building bi-monthly.”
PLEASANT CORNERS | Water and sewage rates in Champlain Township will rise by nine per cent next year as the municipal- ity strives to cover its rising costs. At its last regular meeting, council ap- proved a recommendation to increase rates and to alter the billing method for the services. The new user fee by-law was given two readings, meaning, that council is poised to approve the hikes at the next meeting December 12. The changes are expected to generate $310,000 in additional revenues, chief ad- ministrator Jean Thériault said in a report to council. “ At the present time we have an accumu- lated deficit and if we are lucky our oper- ating budget will be balanced with the 9% increase of 2013. This does not leave us any money for the capital maintenance of our systems and we have capital items which keep coming up every year,” relates Thé- riault. Under the new system, bills will be lev- ied on individual dwelling units, rather than the current system whereby fees are based on the number of meters in a build- ing. “ The Township faces tough decisions on what to do to make its water and sewer systems pay for themselves,” stresses Thé- riault, adding that “our fees will have to in- crease to cover the cost of the operation of the systems.” The real cost of providing the services is $4.92 per cubic meter while the township charges $3.59 per cubic meter to users. “In 2013 with the 9% increase our rates will come up to $3.91 which is still $1 . 01 short of what it cost us to produce one cubic meter of water and treat one cubic meter of sewers,” writes Thériault. “In addition to that at the end of 2011 we were carrying an accumulated deficit of $142,187.75. The Sewage plant almost on budget HAWKESBURY | The overhaul of Hawkesbury’s sewage treatment plant so far has come close to respecting its budget. A $500,000 contingency allowance was set aside in 2011 when Asco Con- struction was awarded the $29,986,700 contract to upgrade theMain Street facil- ity. To date, that contingency allowance stands at $471,475. While there have been $189,025 in extra costs incurred since the job began in May of 2011, cred- its have totalled $160,500. The work is to be completed by the end of 2013. The total cost is pegged at $35,648,964. The federal and provincial governments are each contributing $11 882 988
