Business was brisk and busy at the UPI service station in the Village of Plantagenet last Thursday morning following the Wednesday night ice storm that created power blackouts across many parts of Eastern Ontario. The service station was one of the few in the Prescott-Russell area that remained in operation and staff dealt with a flood of people seeking gasoline for their home generators. CAUTIOUS OPTIMISM FOR MP ABOUT FEDERAL BUDGET The MP observed that Canada still has a Triple-A international credit rating, which is a sign of confidence in the country’s economic performance and financial management. “Overall, we are in a much better financial shape than the U.S.,” Drouin said, “or many other G20 states.” Positive budget items
said. “We have a lot of (local) businesses that are dependent on the tourism sector. The 2023 budget includes $130 million through the Federal Development agency (FedDev) to support existing and new tourism projects. The MP also indicated that the govern- ment negotiated a 27-per-cent reduction in the interchange fees that Visa and Master- card charge small businesses. Drouin said that will help lower the operation costs for many local businesses. Health and dental The federal budget includes $3.6 billion in new money during the 2023-2024 fiscal year for health care. That includes Stage Two of the federal dental care plan worked out through an agreement between the Liberals and the NDP. The program launch last year provided dental care assistance for children under the age of 12 from low-income families. Stage Two expands that coverage to Canadians under the age of 18, people with disabilities, and seniors. The expanded support program will be in full operation by 2025. Drouin promised to monitor how the expanded program operates during that time. He noted that some low-income families and individuals have to deal with tight budgets for food, hydro, home heating, and other expenses. He agreed that any dental care assistance program that required “up-front payments” first for dental care bills with federal rebates at a later date would be no benefit for many low-income families.
Drouin noted several items in the 2023 budget that will benefit residents and businesses in the Glengarry-Prescott-Riding. They include a one-time increase in the GST rebate this year. Nicknamed “the grocery rebate” because it is meant to help offset the impact inflation has had on the cost of many food items, it means up to $467 in GST rebate for families, $234 for singles, and up to $235 for seniors. “That is a positive measure,” said Drouin. The MP also indicated that the agricul- ture sector will get some help with lowering production costs. The 2023 budget includes plans to reimburse farmers for the tariff they pay for fertilizer for their operations. The federal government is also working with the Dairy Farmers of Ontario on a variety of compensation plans. That includes adding $32 million to the $300 million of federal spending already dedicated to programs that assist the dairy industry on production costs. “Milk has to go somewhere,” said Drouin, adding that the St-Albert Cheese Factory is one regional business that could benefit from the new funding provided through the federal budget. “There are also dollars for tourism,” he

still in place. “There is going to be accelerated fun- ding,” Drouin said, for affordable housing programs. “There are funds that are avai- lable. But municipalities will have to step up and mandate how those projects go ahead.” The MP indicated that municipal govern- ments must be more active in dealing with developers on creating more affordable housing units within their communities. He cited as one example that local government could require developers to guarantee a specific percentage of affordable housing units as part of a new residential project during the municipal planning and approval phase. Drouin noted that the federal government has to be cautious about how it delegates funding aid to avoid creating an artificial economy that is dependent on senior govern- ment money. “We have to be careful not to inject too much money into the economy,” he said, “as it could cause inflation.”
MP Francis Drouin expressed cautious optimism about the new federal budget. “I’m happy to see the future of where we’re going,” said Drouin, during a phone interview April 5. The 2023 federal budget announced last month includes $43 billion in new spending programs over the next six years with its main priority targets as health care, fostering a “greener” economy for Canada, and helping make life “more affordable” for Canadians. Critics of the new budget complain that it does not include either new money or plans to deal with the issue of affordable housing that is becoming a growing concern for many municipalities or more funding help for dea- ling with aging municipal infrastructure like roads. Drouin noted that previous federal bud- gets have set up programs dealing with those issues and that those programs are

Namo Barua, 18 ans, de Laval, au Qué- bec, a été accusé de vol de véhicule, de fuite devant la police et de refus d’obtempérer. Un garçon de 16 ans, également originaire de Laval, au Québec, a été accusé de fuite de la police et de possession de biens volés d’une valeur supérieure à 5 000 $. Son nom ne peut être divulgué en raison des lois sur la protection de la vie privée. Barua a été libéré après avoir comparu devant le tribunal de L’Orignal le 5 avril. Aucune autre information sur l’adolescent de 16 ans n’a été communiquée.
Deux adolescents québécois ont été arrêtés pour avoir volé une voiture et fui la police. Le 7 mars, peu après 7 h 30, des agents de la Police provinciale de l’Ontario (OPP) ont repéré un véhicule volé qui roulait vers l’est sur l’autoroute 417. Le véhicule a été intercepté à l’aide d’un dispositif de dégon- flage des pneus, et deux suspects ont été arrêtés en rapport avec le crime.

mois d’avril 2024. Le site d’enfouissement du canton a une durée de vie estimée à 37 ans, il n’y a donc aucune urgence à trouver un nouveau site d’enfouissement. Le service de M. Gendron se concentre sur la préparation d’un appel d’offres pour le nouveau contrat de collecte des déchets et sur la révision du système actuel de frais de collecte, afin de le rendre plus équitable en ce qui concerne le partage des coûts entre les propriétaires de biens résidentiels, commerciaux, industriels et autres. «Les frais d’enlèvement des ordures et de recyclage seraient proportionnels à la caté- gorie à laquelle appartient une propriété», a déclaré M. Gendron. L’objectif, a expliqué M. Gendron au conseil, est d’élaborer un système de frais d’utilisation qui tienne compte de la quantité de déchets potentiels qu’un ménage ou une entreprise présenterait à la collecte chaque semaine, ainsi que des frais raisonnables de collecte et de transport vers le site d’enfouissement. «Vous payez pour ce que vous générez», a-t-il déclaré. Répondant aux questions du conseil, M. Gendron a indiqué qu’à l’heure actuelle, environ 4 300 ménages sortent les bacs de 127 litres fournis par la municipalité pour la collecte des déchets résidentiels. Les ménages qui déposent plus d’ordures que la poubelle ne peut en contenir doivent payer un supplément pour les ordures supplémen- taires collectées. Les matières recyclables destinées à être ramassées le jour de la collecte des ordures sont conservées sépa- rément dans des bacs bleus.

Le service de M. Gendron prévoit d’effec- tuer une enquête sur les sites de collecte des déchets dans le cadre de la préparation de l’appel d’offres pour un nouveau contrat. Il a expliqué au conseil que les entrepre- neurs qui choisissent de soumissionner pour le contrat doivent disposer d’informations aussi précises que possible sur les itiné- raires qu’ils doivent suivre pour la collecte et sur le type de situations qu’ils peuvent rencontrer lors d’un ramassage. Le sondage aidera également à élaborer un système équitable de frais d’utilisation pour la collecte des déchets. M. Gendron a fait remarquer qu’à l’heure actuelle, les clients du programme IC&I qui utilisent des poubelles en métal pour l’élimination de leurs déchets produisent 35 % des déchets qui sont acheminés vers les sites d’enfouissement, tout en fournissant 7 % des recettes de la collecte des déchets à la municipalité, en vertu du barème actuel des droits et des tarifs. Les ménages et les petits clients d’IC&I produisent 65 % des déchets à éliminer dans les décharges, mais paient 93 % des recettes. Le service de M. Gendron présentera une proposition de barème révisé des frais d’utilisation lors d’une prochaine réunion du conseil. “I would like to see one on Main Street,” he said, adding that the area sees a lot of pedestrian traffic that includes children and seniors. “If you can’t have it there, you could have it on Higginson Street, where we have the school crossing right now. There is a lot of traffic there, and the traffic is very fast.” Council voted to send a request to the UCPR to do a feasibility study on Councillor Duval’s suggestion.
Alfred-Plantagenet Township’s administration is looking a creating a new user-pay system for garbage and recycling collection throughout the municipality. Councillor Paul Émile Duval expressed his concern that another designated pedestrian crosswalk is needed on Main Street.

While he is enrolled in VCI’s Foods program this year, almost all of his culinary skills he developed himself from watching cooking shows and teachin himself at home. i.PSFPGUFO *NIFMQJOHPUIFSTGSPNXIBU I know,” he said, about his classroom work. He can’t recall when he wasn’t passionate about cooking and everything that is involved in preparing good things to eat. “I enjoy taking basic ingredients and creating something new,” he said. “I enjoy seeing the reaction of people when I present a nice plate. I like Asian cuisine a lot, but I also like to try all different styles of recipes.” When he’s not at school or in the kitchen at home, Timm-Sabourin enjoys watching :PV5VCFWJEFPTPGDPPLJOHEFNPOTUSBUJPOBT part of his continuing study of the culinary art. He also has fun playing video games and indulging in photography. He knows that his talent in the kitchen offer him a bright future. What that future will be is wide open in his mind. “I would like to start my own restaurant, or work in a high-end restaurant somewhere,” he said. “I’d also like to work around the world in different restaurants, learning dif- ferent cuisines. That’s what I’m shooting for.”
Makai Timm-Sabourin could be the next master chef of his generation. The 17-year-old Grade 12 student from Vankleek Collegiate Institute (VCI) is making his mark in the field of the culinary arts with a gold-medal performance in the kitchen at the Skills Ontario regional qualifying compe- tition in Kingston. Timm-Sabourin and other students from across Eastern Ontario each competed in one of four categories during the one-day event at St. Lawrence College. Timm-Sabourin won the gold medal and also a $500 bursary from the college for his achievement in the culinary skills event. That also qualifies him to compete next month in the provincial Skills Ontario competition in Toronto. “I was pretty excited,” said Timm-Sabou- rin, during a noon-hour phone interview from school April 4. “I wasn’t expecting to be first.” He noted that the student who finished second in the culinary arts competition had beaten him in a past competition and that hampered his self-confidence a bit. The challenge that Timm-Sabourin and all the other students competing in the college kitchen was a three-part lunch, featuring a burger as the main course, with a salad and a dessert. The culinary event ran from 8 a.m. to 3 p.m., and included both the advance planning and preparation time and the actual making of the meal. All the ingredients were provided

Notice of Commencement of Terms of Reference and Public Information Center for the Mayer Waste Facility Expansion Mayer Waste Management (781998 Ontario Inc.) is initiating a study under the Environmental Assessment Act (EAA) to increase the total approved capacity at the Mayer Waste Disposal Site in Hawkesbury, Ontario by 650,000 m 3 . The proposed increase would not change the type or annual volume of waste currently accepted at the Site and will allow Mayer Waste Management to continue providing cost effective and environmentally sound waste disposal to local customers like the Town of Hawkesbury.
