The counties had set aside in a special re- serve fund $2million as its share for the eco- Larose project, on the assumption that the federal and provincial governments would partner with the UCPR on the proposed natural history research and interpretive centre and conference hall. When both se- nior levels of government in the end passed on the opportunity, the counties council decided against returning the $2 million to the UCPR’s capital reserve, and voted instead to redistribute the money among the eight municipalities for use on their infrastructure and other needs. “A lot of the municipalities are having a hard time,” Kirby said. Kirby will resume his seat on counties council as the mayoral representative for East Hawkesbury Township.

Before he signed off on the last bit of pape- rwork he will have to do this year as warden for the United Counties of Prescott-Russell, Robert Kirby had a few thank-yous to pass on to his fellow mayors and the counties staff. «I couldn’t have done it without you,» he said, before adjourning the Nov. 25 regular session of council. Next month during an evening inaugura- tion ceremony for the 2016 counties council, Kirby will hand over the warden’s gavel, chain of office, and duties to his successor for next year, Mayor Guy Desjardins of the City of Clarence-Rockland. «It was a great year,» Kirby said during an interview following the end of the last November Wednesday council session. The United Counties of Prescott-Russell (UCPR) council voted to support a resolution from Champlain Township calling on the provincial government to review and recon- sider the new billing system the OPP use for charging for municipal police service. Both the OPP and the Ministry of Community Safety and Correction Services had promised during the August 2013 session of the Asso- ciation of Municipalities of Ontario a new and simplified billing system that would be more fair and easier to understand. But Mayor Barton told counties council during its Nov. 25 session that the new billing is anything but simple and it’s not cheap either. «It (OPP bill) is a four per cent hit on our budget plan before we do anything else,» Barton said. «It’s kicking the daylights out of our budget.» Champlain Township’s mayor already plans to raise the issue with provincial offi- cials during next year’s Ontario Good Roads Association (OGRA) meeting. His office is already sending out copies of a Champlain Township council resolution asking for a provincial review of the newOPP billing plan and he also wants UCPR council’s support. Barton got a vote of support from coun- ties council but with onemayor abstaining. tion but she said this was the same sort of problem with billing for police service that her municipality endured since the time when Jacques Hétu was mayor and carrying on during her own first term as mayor and afterwards, when René Berthiaume succee- ded to the mayor’s seat. «The Town of Hawkesbury was overchar- ged for years and years and years,» Char- lebois said. «We were paying through the nose.» Mayor Charlebois said the province and OPP at last made changes to the billing sys- tem for OPP services and, while she sympa- thized with Champlain Township’s situation, the new method works for Hawkesbury. «But you are under contract policing,» There are still some problems for some municipalities with the new OPP billing method for policing costs.
