Bell holds a master’s in business administration, with a finance emphasis, from the University of Wisconsin-Whitewater. She also holds a bachelor’s in business administration, with an emphasis in management and human resources, from the University of Dubuque. Additionally, Bell is a Certified Financial Aid Administrator ® with the National Association of Student Financial Aid Administrators. She holds a Diversity, Equity & Inclusion in the Workplace Certificate from the University of South Florida Muma College of Business.

Lisa Blazer, PhD (she/her/hers) Vice President for Enrollment Management Webster University

Lisa Blazer, PhD, serves as the vice president for Enrollment Management

at Webster University. She has more than 30 years of enrollment management experience, serving students across the globe. She served as the 2016–17 national chair of the National Association of Student Financial Aid Administrators. From 2007– 08, she served as president of the Texas Association of Student Financial Aid Administrators. She was the 2012 president of the Southwest Association of Student Financial Aid Administrators. Blazer has led several campus strategic enrollment planning initiatives that increased enrollment and enhanced services to students. She has served as a trainer and presenter at state, regional and national conferences. Blazer is an advocate for professional development for her staff and looks for ways to continually improve student service across campus. Blazer has a doctorate degree in education, with an emphasis in organizational development from the University of the Incarnate Word. She has a master’s degree in administration, with an emphasis in organizational leadership from the University of the Incarnate Word. Blazer also has a bachelor’s degree in piano performance from Missouri Baptist University.

Rajika Bhandari, PhD (she/her/hers) Founder Rajika Bhandari Advisors Rajika Bhandari, PhD, is a scholar-practitioner in international higher education, author of the award-winning book, “American Calling: A

Foreign Student in a Country of Possibility” and the host of the World Wise podcast on education, culture and migration. Quoted frequently in the global press, she is a leading researcher, a widely published author and keynote speaker on international students and international education. Founder of Rajika Bhandari Advisors, she offers evidence-based strategic guidance to nonprofits, multilateral organizations and higher education institutions, especially on their international engagement strategy. She also serves as a senior advisor to the Presidents’ Alliance on Higher Education and Immigration, an alliance of American college and university leaders dedicated to increasing public understanding of how immigration policies and practices impact students, campuses and communities. Bhandari previously spent over a decade at the Institute of International Education leading the research, evaluation and thought leadership portfolio, including the Open Doors Report on International Education Exchange. She has served on the U.S. National Commission to UNESCO and as an adjunct professor at Teachers College at Columbia University. An expert on U.S.-India engagement, she is the co-founder of South Asia International Education Network. Bhandari earned a doctoral degree in philosophy from North Carolina State University and a bachelor’s in psychology from Delhi University in Delhi, India.

Larnise Boain (she/her/hers) Vice President of Global Diversity, Equity & Inclusion Reinsurance Group of America, Inc.

Larnise Boain has a professional mission to “Make Work a Better

Place.” For the better part of 20 years, Boain has led complex organizational transformations. She spent more than 13 years as a consultant to U.S. federal agencies before her return to the financial services and insurance industry in 2016. Today, she is vice president of Global Diversity, Equity & Inclusion at Reinsurance Group of America (RGA), Inc. where she guides efforts to create an irresistible workplace. Her leadership helps evolve RGA workplaces and communities around the globe into more diverse, equitable and inclusive environments.
