When planning one’s operations, it is critical that managers prepare for potential emergencies, developing the sound procedures and processes necessary to deal with the sudden evolution of rapid- ly-evolving, serious circumstances. Alaska Mining Hall of Fame Foundation to induct Heflinger, Sims at History Night

of geological engineering at the University of Alaska-Fair- banks (UAF). In 1981, John went from UAF to being the Director of the newly created Office of Mineral Development (OMD) within the Department of Commerce and Economic Development (DCED). It was there where John was able to obtain crucial funding that led to a joint annual publication between ADNR and DCED that summarizes Alaska’s Mineral Industry, which continues to this day. John also began to work with Usibelli Coal Mine, Inc. (UCM) on their plans to export coal to the Pacific Rim, which was initiated in 1985. In 1986, John joined UCM in Fairbanks and helped with many others to sustain the coal export market devel- oped between UCM and the Korean Electric Power Company (KEPCO) in South Korea; later UCM coal was shipped to other Pacific Rim destinations although the KEPCO contract remained the most important market. The export of Usibelli’s coal to the Pacific Rim, which lasted for more than three decades, constituted the first significant exports of Alaska’s mineral resources (exclud- ing petroleum) to international market destinations. John loved golf and after retirement, played all over the world. Unfortunately, following a lengthy illness associ- ated with diabetes, he passed away on April 1, 2015, in Tucson, AZ, at the age of 82.

Besides the mining business, Carl was a founding partner of GHEMM Company in 1950, and owned and operated a car repair shop, a grocery store and apartments. In 2004, Carl moved to the Fairbanks Pioneer Home, where he was able to spend quality time with his beloved wife, Dorothy. John Frank Michael Sims (1933-2015)

T he Alaska Mining Hall of Fame will induct two new members — Carl Heflinger and John Frank Sims — during History Night starting at 7 p.m. April 8 at its museum on 406 Cushman Street in downtown Fair- banks. There is no charge for the event and the public is invited to attend. Here is more information on the pair: Carl Heflinger (1912-2014) Iconic Alaska placer gold miner Carl Heflinger was born May 17, 1912 in the coal mining town of Taylor, Wash., and passed away on Dec. 14, 2014, in Fairbanks at the age of 102. He arrived in Alaska in 1932 during the Great Depression, first selling cordwood in Anchorage, and later hired as a placer gold miner in Fairbanks in 1934. Carl spent WWII working with the U.S. Army Air Corps at Ladd Field, servicing such iconic aircraft as the P-39 Air Cobra, which was an integral part of the USA/USSR Lend Lease Program. Carl mined placer gold in the 40 Mile district near Boundary, on Monte Cristo Creek near Fairbanks (now the site of the Fort Knox mine), but mostly in the

He obtained a Phd from the University of the Witwatersrand in Johannesburg, South Africa in 1969. John moved to Fairbanks with his wife and three chil- dren in 1977, where he accepted a position of professor

Livengood district northwest of Fairbanks, where he spent most of his 65-year mining career. Carl and his family continued to mine placer gold in the Livengood Mining district until 1999.

AMA leadership in Juneau to help share Alaska mining industry's annual update

A MA staff and lead- ership have been busy in recent weeks advocating on behalf of the mining industry! Paulson & Co. increases its stake in Tower Hill's Livengood Project

over 21 years, an average of about 304,750 ounces annually. The PFS elevated 430 million metric tons of the Livengood resources averaging 0.65 g/t (9 million ounces of gold) to proven and probable reserves. At a $2,500-per-ounce gold price and cost inputs under the 2021 study, the mine would generate an after-tax net present value (5% discount) of $2.35 billion, an after-tax internal rate of return of 18.5%, and a capital payback period of almost four years. With $5,000-per-ounce gold figures of today, the total value of gold in Livengood’s reserves rests at about $45 billion. The increased value has all signs pointing to the building and oper- ation of the mine. Beyond gold, Livengood con- tains meaningful antimony within its stibnite veins — a metalloid designated as critical to U.S. economic and national security interests. Recent metallurgical work sug- gests flotation circuits could potentially recover antimony alongside gold, though significant additional testing is required to determine recoverability rates, concentrate characteristics, viable flowsheets and resource estimates for antimony While the economic contribution of antimony would be second- ary to gold, its strategic value could improve project positioning amid growing federal interest in domestic critical mineral supply chains. Paulson’s increasing ownership in Tower Hill aligns with its broader Alaska gold strategy. The hedge fund already holds a substantial stake in the Donlin Gold project, one of North America’s largest undeveloped gold deposits. The Donlin project — majority owned by NOVAGOLD Resources — is located in southwest Alas- ka’s Kuskokwim gold belt and is

expected to become one of the largest gold producers in the Amer- icas once constructed. Current projections anticipate construction beginning in 2027, with commercial production targeted for 2031 and a projected 27-year mine life. By strengthening its position in Livengood while maintaining major exposure to Donlin, Paulson is building a concentrated portfolio of long-life Alaska gold assets that are highly leveraged to gold price upside.

For Alaska’s mining industry, the financing is notable for several reasons: n Capital is returning to large- scale projects previously sidelined by gold price volatility. n High metal prices are re-rat- ing long-life assets that struggled under conservative price decks. n Critical mineral co-products like antimony add strategic value beyond traditional gold economics.

A s gold prices hover near historic highs, financing is once again flowing into Alaska’s development-stage gold sector. International Tower Hill Mines recently announced that it secured more than $100 mil- lion in new capital to advance its flagship Livengood gold project north of Fairbanks — with hedge fund Paulson & Co. significantly increasing its stake. The Vancouver-based compa- ny raised $118 million including $74.8 million in its offering of common shares in the United

States while Paulson completed a $40 million private placement at the same price. The hedge fund then injected another $3.3 million to increase its stake to 35%. The financing underscores renewed investor confidence in large-scale, price-leveraged gold assets — and reinforces Alaska’s position as a jurisdiction capable of hosting world-class, long-life mines. The proceeds will fund feasibil- ity-level engineering, addition- al drilling, metallurgical testing, environmental baseline work and

permitting activities for the Liven- good project, located about 70 miles north of Fairbanks along the Elliott Highway. Livengood’s Money Knob depos- it hosts more than 700 million metric tons of measured and indicated resources averaging 0.6 grams per metric ton (13.6 million ounces of gold). A prefeasibility study complet- ed in 2021 has detailed plans for a 65,000-metric-ton-per-day mining operation at the Livengood mine project that would produce about 6.4 million ounces of gold

Vizsla Copper commenced a major winter drilling campaign at the Thira discovery within its Poplar Project in central British Colum- bia. The program consists of up to 8,000 meters of core drilling across approximately 16 holes, with two diamond drill rigs now mobilized on site, Vizsla said in a news release. While the Palmer VMS project remains Vizsla’s primary flagship, these drilling efforts reflect a broader strategy that strengthens its technical depth, capital access and long-term development capacity within Alaska’s mining sector.

communities, and look forward to engaging positively with people and groups in the region.” Parry said Vizsla Copper is plan- ning a large summer drill program at Palmer that will focus on multi- ple sites, including those drilled in 2023 that show impressive critical mineral potential. The Palmer project boasts 12 million metric tons of inferred resource, including 151.5 million pounds of copper, 1.04 billion pounds of zinc, 124.2 million pounds of lead, 25.6 million ounces of silver, 128,100 ounces of gold, and 3.05 million metric tons of barite. Copper, silver, lead, zinc and barite have all been dubbed “critical min- erals” by the U.S. Geological Survey and federal officials. In late February, Vizsla Copper secured a seven-year extension of

its upland mining lease at Palmer Project. The extension, granted by the Alaska Mental Health Trust Land Office, keeps the lease in good standing through August 2033. “Securing this lease extension provides long-term certain- ty for continued exploration at Palmer. The project sits within a state-designated multi-use forest that was specifically created to balance environmental protection with responsible resource devel- opment. We believe the Palmer Project can advance in a way that reflects that original vision,” Parry said. In late January, Vizsla Copper’s efforts. received a show of support from Gov. Mike Dunleavy. “You have my full support in con- tinuing the exploration and devel- opment of the Palmer Project

T he Palmer critical and pre- cious metals project in Southeast Alaska has found new momentum during the fall and winter. Vizsla Copper Corp. announced in December its acquisition of the project from American Pacif- ic Mining Corp. American Pacific became involved in the Palmer project through the buyout of Constantine Metal Resources Ltd. in 2022. As a result of the acquisi- tion, the company gained a rough- ly 45% joint venture interest in Palmer, with Dowa Metals & Mining Alaska Ltd. owning the remain- ing interest in the high-grade

volcanogenic massive sulfide (VMS) zinc-copper-silver-gold- barite mine project. Last November, Dowa handed over full ownership of Palmer to Amer- ican Pacific and paid the junior exploration company $10 million for an option to acquire up to 50% of the zinc concentrate produced from a future mine at the South- east Alaska project. Without a major backer with the financial and technical where- withal to advance Palmer through permitting and into development, American Pacific put the project up for sale.

With the completion of the con- current financing for gross pro- ceeds of about $44 million, Vizsla Copper says it is well-positioned to rapidly advance Palmer. “Palmer is a rare high-grade copper asset in a strategic loca- tion, with strong expansion and exploration potential, backed by existing resources,” said Vizsla Copper Chairman and CEO Craig Parry. “We reiterate that Palmer is the right asset at the right time, given North America’s hunger for critical minerals. White House eyes Ambler Road funding BY SHANE LASLEY

F rom equity stakes in mining com- panies such as MP Materials and Trilogy Metals to the proposed $12 billion Project Vault critical miner- als reserve, the Trump Administration is increasingly turning to investment strategies aimed at strengthening domestic supply chains while gener- ating potential returns for taxpayers. U.S. Secretary of the Interior Doug Burgum indicated the administration is considering federal investment in the Ambler Road as a critical minerals infrastructure project that could also prove profitable for the nation and its taxpayers. "The U.S. is actively considering wheth- er to participate in financing or maybe even be one of the equity partners in that road itself," Burgum said.

Pointing to the success and profitabil- ity of the toll road and port that has been delivering zinc, lead, silver, and germanium from the Red Dog mine in Northwest Alaska, Burgum said the potential to build a similar, albeit longer, road that would connect the critical mineral-rich Ambler Mining District to American supply chains makes federal financing attractive. Currently, the plan is for Alaska Indus- trial Development and Export Author- ity to finance the proposed 211-mile road to the Ambler Mining District. White House backing of the Ambler Road could come through low-inter- est loans or even equity participation aimed at feeding critical minerals into American supply chains while offering the federal government a return on investment.

The more traditional path to federal participation would be a loan through the Export‑Import Bank of the United States (EXIM), a federal credit agency that has been at the frontlines of financing domestic projects to lessen America's heavy dependence on imports from China and others for minerals critical to energy, manufac- turing, and defense. EXIM has both the capacity and man- date to support a project of Ambler Road's scale. The proposed Graphite Creek mine in western Alaska is one example. Late last year, EXIM invited Graphite One Inc. to apply for $2.1 billion in loans to develop a domestic graph- ite mine-to-battery materials supply chain that would include a mine at Graphite Creek and a battery anode materials plant in Ohio.
