White House eyes Ambler Road funding BY SHANE LASLEY
F rom equity stakes in mining com- panies such as MP Materials and Trilogy Metals to the proposed $12 billion Project Vault critical miner- als reserve, the Trump Administration is increasingly turning to investment strategies aimed at strengthening domestic supply chains while gener- ating potential returns for taxpayers. U.S. Secretary of the Interior Doug Burgum indicated the administration is considering federal investment in the Ambler Road as a critical minerals infrastructure project that could also prove profitable for the nation and its taxpayers. "The U.S. is actively considering wheth- er to participate in financing or maybe even be one of the equity partners in that road itself," Burgum said.
Pointing to the success and profitabil- ity of the toll road and port that has been delivering zinc, lead, silver, and germanium from the Red Dog mine in Northwest Alaska, Burgum said the potential to build a similar, albeit longer, road that would connect the critical mineral-rich Ambler Mining District to American supply chains makes federal financing attractive. Currently, the plan is for Alaska Indus- trial Development and Export Author- ity to finance the proposed 211-mile road to the Ambler Mining District. White House backing of the Ambler Road could come through low-inter- est loans or even equity participation aimed at feeding critical minerals into American supply chains while offering the federal government a return on investment.
The more traditional path to federal participation would be a loan through the Export‑Import Bank of the United States (EXIM), a federal credit agency that has been at the frontlines of financing domestic projects to lessen America's heavy dependence on imports from China and others for minerals critical to energy, manufac- turing, and defense. EXIM has both the capacity and man- date to support a project of Ambler Road's scale. The proposed Graphite Creek mine in western Alaska is one example. Late last year, EXIM invited Graphite One Inc. to apply for $2.1 billion in loans to develop a domestic graph- ite mine-to-battery materials supply chain that would include a mine at Graphite Creek and a battery anode materials plant in Ohio.
