Server Upgrades and Database Migration DCR has worked in conjunction with the Department of Information Technology (DIT) to upgrade the servers, databases and the document management systems to advanced secured servers. This upgrade has benefited DCR, DIT and the Courts. This also provided substantial cost savings to the county by minimizing the use of a third-party vendor in upgrade and migration. E-Filing System Enhancements In May of 2023, the DCR Civil Division added a security feature to protect the user profiles registered in the Department of Courts Records Electronic Filing and Retrieval System. This security feature ensures that electronic notifications are sent to the users registered email address and grants verified users access to view the appropriate dashboard. DCR completed upgrades to the Civil/Family and Wills/Orphans’ Court filing systems to streamline the new business processes on e-filing PROXY mandate. DCR added security features by forcing attorneys to grant PROXY to their staff on e-filing. By implementing this PROXY mandate, an individual will not be able to e-file on behalf of an attorney unless the attorney has granted them access as their proxy in the DCR portal. DCR implemented a security feature for viewing confidential documents over the internet with PIN authentication via dual factor authentication (DFA) using a registered mobile device. DCR

completed upgrades to the Civil/Family and Wills/Orphans’ Court filing systems to streamline the new business processes on DFA. The department added additional security features by forcing attorneys to sign up for DFA in order to view confidential documents. Attorneys must also attend a video conference when scheduled by DCR staff and verify their identity to link their mobile phone number for DFA. This also allows attorneys to view closed cases over internet which was inaccessible in the past via internet. DCR completed upgrades to the Civil/Family, Wills/Orphans’ Court filing and Marriage License and Records systems to streamline the new business processes on e-payment processing. The department added security features by redirecting to the payment processing site to process online payments, which also improved customer service. Mandatory E-Filing in Civil Division DCR in conjunction with the Courts implemented mandatory e-filing in the civil division. E-filing is is now mandatory for all attorneys filing in civil division; self-represented litigants are encouraged to electronically file but are not mandated. The Courts also updated the local rule in civil division to mandate e-filing along with other e-filing security changes. DCR also upgraded the system to handle mandatory e-filing and re-arranged office space to accommodate scanning for self- represented litigants.
