Human Capital Management System Implementation

HR developed and conducted the second in a series of periodic surveys to help assess employee readiness. The OCM process will assist in preparing the county workforce for implementation of the new system. In addition, End User Training software meetings with HR and Department of Information Technology staff will facilitate the development of training materials and documentation. The HR Training Administrator will use these materials to support employees in their learning and navigation within the new system.

Human Resources continued to lead a cross- departmental county team in the implementation of a comprehensive Human Capital Management (HCM) software system. The new HCM system will streamline multiple HR-related functions and provide integration with other county systems to allow more effective time management, improve data quality, security, accessibility, and transparency, and enhance service delivery and the employee experience. Phase one of the new system includes two modules of the HCM. The first, “Global HR” (GHR), maps the organizational structure, and includes core HR recordkeeping, position management and compensation administration. The second module in phase one is “Talent Acquisition” which includes applicant management, preboarding, hiring and onboarding functions. Throughout 2023, HR worked through System Integration Testing (SIT) with user departments to test daily scenarios in GHR and Talent Acquisition processes to ensure that current business processes are accurately and effectively designed in the new system. Staff from ten departments participated in SIT and continue to help identify issues requiring additional development and testing. HR staff also worked closely with the interdepartmental team and the vendor in the data validation process. As part of the Organization Change Management (OCM) initiative around the new system,
