Payroll, Compensation and Time/ Attendance Initiatives In addition to the ongoing administration of the bi-weekly countywide payroll, the Payroll/ Compensation team implemented annual salary increases for multiple union groups, including multi-year increases for the new Steelworkers unit after enrolling and collecting dues from more than 400 employees in that unit. Additionally, the team assisted the DIT NOVATime group with converting the Parks Department and the Kane Regional Centers from existing time systems into NOVATime and provided accurate benefit time accruals and benefit time carryovers for all employees loaded into NOVATime. With the continuation of the county’s COVID leave program into 2023, the team completed payroll adjustments to provide leave payments to eligible employees.

new HCM system, the need for resources focused on the accuracy, quality, integrity, functionality, accessibility, privacy, and security of HR data resulted in the creation and filling of a new HR Data Manager position in 2023. This position serves as a liaison between Human Resources and other relevant departments in the development, configuration, testing, security, monitoring and troubleshooting of the new HCM and other HR systems. It also analyzes HR data, metrics, and statistics to provide management reporting and support of HR and countywide operations and strategic objectives and maintains a key role in the county’s ongoing data governance and privacy initiatives.

Talent Acquisition Accomplishments

The department expanded its partnership with LinkedIn to source talent through social media. LinkedIn’s “Recruiter” functionality allows HR to search the extensive LinkedIn database, including passive as well as active jobseekers and interact directly with candidates whose experiences match county jobs. In addition, HR team members participated in a virtual career fair in June with more than 1000 registrants, providing information about county opportunities and offering job search and career support. In addition to the ongoing weekly hiring, pre- boarding and orientation of new employees, the Talent Acquisition/Employment and Payroll team hired and processed over 425 Parks summer employees this season - the largest group of seasonals in many years.
