SPOTLIGHTS BUDGET AND FINANCE
Opioid Settlement Funding Management Budget and Finance is managing the
disbursement of Opioid Settlement monies that the county is receiving from the Pennsylvania Opioid Misuse and Addiction Abatement Trust established by Commonwealth Court Order. The Trust has released the first two tranches of funds to the county, totaling $8.4 million. Budget and Finance is working with departments to identify the most impactful uses of these funds. By centralizing the management of these funds, the county is able to ensure that the most vulnerable populations are served by this settlement, and that funds are spent according to permissible uses and within the spending deadlines. 2024 Budget The Budget and Finance Department started work on the 2024 budget in July for the October 10th presentation to County Council. This included departmental meetings, budget software preparation, personnel fringe and rate updates, capital and grant submission and other budget related tasks. The budget process is a long, detailed process that requires departmental and managerial input to ensure an accurate budget is submitted.
Financial Trainee Program Budget and Finance implemented a new three- month trainee program designed to give new financial hires an overview of all county-wide financial systems and processes. Upon review and completion of the program, the candidate is then placed in a department that has an immediate need for a financial position. The Budget and Finance Office has now completed two rotations of trainees and has successfully placed them in positions in various Executive departments. The trainees are ready to hit the ground running on day one of their placement, given the arduous training course that they have completed.
