The Allegheny County Child Care Matters Pilot (ACCM) is sharply focused on supporting children’s equitable access to stable, quality child care while allowing families to maintain or increase their participation in the workforce. In 2023, ACCM experienced the pilot’s first waiting list of eligible families. As of December 2023, 390 children in 258 families living in 71 municipalities have been served by ACCM through 154 unique providers. Of the families participating in this pilot, 90% are working full-time at over 100 different employers across Allegheny County. Early Literacy Support Hubs In early 2023, DCI sought proposers who pledged to increase the number of Allegheny County resident children, ages birth to eight years old, accessing quality, culturally relevant, developmentally appropriate early literacy programming and resources. The Early Literacy Hubs serve as a centralized access point within the community and are anticipated to create a clear structure for increased investment in early literacy. As of December 2023, the Early Literacy Hubs have already served over 850 children, families, and early learning educators with equitable access to resources and programming to build children’s kindergarten readiness and support grade-level reading. The Early Literacy Support Hubs provide services across neighborhoods in the Mon Valley and the Highlands.

ACCM In April 2022, DCI launched a pilot of a county- level subsidized child care program for Allegheny County’s working families. Eligible families are above the state’s subsidized child care income limits but under 300% of the Federal Poverty Income Guidelines and meet the state’s eligibility
