Data Privacy Program Launch CountyStat hired a Data Privacy Manager to develop a county-wide Privacy Program which will help safeguard sensitive information and ensure that the county is in compliance with privacy regulations. The Data Privacy Manager will lead the charge in protecting citizens’ data, reducing the risk of breaches, and maintaining public trust in the county’s handling of personal information. Additionally, the Data Privacy Manager will play a pivotal role in streamlining data handling processes, fostering a culture of responsible data management, and promoting efficiency and accountability in county operations. Synthetic Human Services Data Released as Open Data CountyStat collaborated with the Department of Human Services (DHS), the Western PA Regional Data Center (WPRDC), and the Urban Institute to make client-level service data available for researchers and the general public in a way that preserves the privacy of the individual clients. Creation of this dataset involved replacing actual records from the confidential DHS data warehouse with pseudo-records that are statistically representative of the actual records. The synthetic data allows for many analyses that would not be possible with aggregate data (summary statistics). For example, the synthetic data could be used to better understand the usage of DHS services by county residents,

including the interplay between the usage of multiple services and demographic information about DHS clients.

New Public Dashboards In collaboration with the Budget and Finance Department, CountyStat developed a dashboard for county management and the public to readily see budgeted and actual expenditures of the county’s share of the Opioid Settlement Funds established with payments under Pennsylvania’s settlement with the pharmaceutical and related companies that contributed to the opioid crisis. A total of at least $90 million is expected to be paid out to Allegheny County through 2038, though that amount is expected to grow as more settlements are achieved with additional defendants. The dashboard shows planned and actual expenditures by department, spending category and by project/ program. The dashboard can be found here (tableau.alleghenycounty.us/t/PublicSite/ views/OpioidSettlementFundSpending/ IntroductionNavigation) CountyStat also worked closely with the Allegheny County Health Department (ACHD) to develop and publish additional dashboards to help the public better understand the county’s air quality and contributing sources of air pollution.
