Revenue Bonds The Water & Sewer, Stormwater, and Solid Waste funds are enterprise funds, which are supported by fees for service rather than by levied taxes. Revenue bonds are a type of loan in which the loan is repaid with revenues from the enterprise, not by contributions from the General Fund. These loans can be used for projects related to capacity and

modernizing systems. Special Highway Fund

In accordance with City ordinance, new development in Tonganoxie is subject to a street excise tax of $0.09 per square foot of land area. Funds generated by the special excise tax are used to maintain streets and road infrastructure within the City. Storm Water Fund Residential and commercial user fees make up this funding source. It is dedicated to fund the operation, maintenance, debt service, and capital improvement costs for the City’s storm water system. System Development Fees (SDF) Fees are collected when properties are developed, based upon the expected capacity demand needed for additional water production, treatment, distribution, and collection and deposited into either the Sewer Capital Fund or the Water Capital Fund. Both of these funds commonly contribute to utility related capital project costs. Temporary Notes Temporary debt able to be incurred by local governments. Municipal notes are usually issued with a maturity length of 12 months, although maturities can range from 3 months to 3 years. Temporary notes often allow the City flexibility in lieu of more frequent and variable GO Bond issuances. Water & Sewer Funds The revenue in these funds is largely comprised of the fees associated with water and sanitary sewer utility user charges. It is dedicated to fund operations, maintenance, and capital improvement costs for the water and sewer utility systems.
