Strategy 3: Build Capacity and Partnerships
Foster expertise and partnerships to implement the Housing Affordability Plan.
Overview The Town should build up internal capacity to manage public land sales, make strategic decisions about the use of Town funds, and partner with Wake County to coordinate on housing programs and investments. Implementation, including monitoring and oversight, will require dedicated staff time beyond the Town’s currently capacity. Increased capacity is also crucial for building trust with the community by enabling continuous stakeholder engagement. As the Town spends money on housing programs and partners with Wake County and organizations to achieve its housing goals, communicating how these decisions are made and soliciting community input will help build support for housing programs over time and ensure that the Town continues to focus on the most pressing housing needs.

Increase coordination with Wake County authorities to allow the Town to leverage a larger pool of resources to create and support affordable housing efforts. Hire or contract staff with housing transaction expertise to manage public land transactions.

Produce an annual housing report to track the Town’s spending on housing programs and the number of households served.
Community Engagement Page 55
Maintain ongoing community engagement to keep the public informed on housing programs and changing market conditions and solicit feedback on policy priorities.
