2. Planning and Management • Responsible for the planned implementation of his/her own workload, liaising with the Assistant Director and other relevant members of Estate Servcies. • Supervise, advise and support senior engineers, engineers and clerk of works staff. and check and approve design work. • Planning the implementation of individual projects (minor and major) and other multi-disciplinary project programmes. • Working closely with the Assistant Directors and Senior Mechanical Engineers, provide input into the compilation of the Long Term Maintenance and Minor Works plans. 3. Financial Management • Maintain budget control of individual projects and maintenance contracts. • Authorise, issue and validate payments, orders and variations, compile and agree final accounts for projects. • Authorised signatory for invoices for payment up to £10,000 and purchase orders up to £10,000. • Follow procedures for the operation of any VAT management schemes. • Provide cashflow and other information for government returns and internal monitoring purposes. 4. Resources controlled • Estates Mechanical Engineering team • External consultants. • External contractors and, in liaison with the Director Labour Manager, direct labour trade staff. • Individual project budgets for maintenance, minor and capital works. Main Purpose of the Role: This post offers the opportunity for the successful applicant to build upon existing mechanical engineering skills, taking responsibility for the project management of the M & E elements major building projects with capital value from £500k to £100m; the design, costing, financial control, administration and supervision of minor works and maintenance projects, with individual values up to £1.5m; term maintenance contract delivery; statutory compliance; design work; digital estate delivery and other general engineering duties. The University is keen to appoint an engineer with experience of design, project and operational management and the development of the digital estate. The post-holder must be able to work on his/ her own initiative, able to supervise a mechanical engineering team and be effective both leading and participating in multi-disciplinary teams. He/ she must have experience in the design, financial control, administration and supervision of building and infrastructure projects with individual project values in excess of £1.5m and recent project management experience working of the mechanical element of major capital projects with total value over £100m. The Head of Mechanical Engineering will also be required to advise on technical matters and deal with general estate issues relating to the development of the University estate. Main duties and accountabilities 1. Technical • Provide advice and decisions in all matters relating to the University’s mechanical systems, gas and water networks and HVAC plant, including health and safety and statutory compliance. • Act as building services project manager on complex and/or major capital projects, leading multi-disciplinary teams (external consultants and/ or in-house staff), liaising with internal customers and external contractors and controlling project budgets, developing and maintaining programmes with responsibility for delivering projects on time and to the required quality. • Provide advice/input into building specifications for major capital projects, preparing a brief for

external consultants, checking specifications prepared and providing specialist advice as necessary. • Provide initial feasibility studies and budget estimates for major and minor capital projects. • Implement M&E projects (refurbishment, alterations, planned maintenance or new build) up to an individual value of £1.5m. Prepare scheme and working drawings, specifications, contract documents; obtain quotations and tenders; responsible for contract management and financial control; site supervision and inspection. • Have experience in the design and implementation of sustainable and low energy projects and technologies. • Lead on the delivery of the mechanical engineering elements of the University’s Carbon Management Strategy by the delivery of low carbon and zero carbon projects and renewable technologies. such projects will include the construction of new build projects and extensive refurbishment works to decarbonise the estate as the University moves towards net zero in 2040. input into smaller capital refurbishment works and long-term maintenance projects. • Lead on the mechanical element of delivery of eth digital estate • Check and approve design work of the Mechanical Engineering Team • Lead on the introduction and enforcement of safe working practices to comply with relevant health and safety legislation, regulations, codes of practice, etc. • Contribute to post-tender evaluations of projects and assist in the preparation of reports. • Carry out plant appraisal and infrastructure surveys and prepare schedules of condition with prioritised, costed items of repair. • Lead on the implementation of the University Gas Safety Case, F Gas Regulations Asbestos Management Plan and other relevant Statutory Compliance Regulations.. • From time to time, undertake some ‘flexi’ working where the demands of the project and programme require an on-site presents during weekends and evenings. • Manage the delivery of term maintenance and long term maintenance.

6. Other Duties • Update the Assistant Director regarding progress and any other relevant factors on a minimum weekly basis. • Check and arrange signatures for contract and other legal documents. • Act as mentor to junior members of staff, work experience students. 7. Contacts The Head of Mechanical Engineering’s main internal contacts are other staff within Estate Service and across Professional Services and Faculties. He/ she also has contact from time to time with the Deputy Vice Chancellors, Committee members, members of the Guild executive and other students. External contacts include contractors, suppliers and consultants, and contacts at government bodies, institutions, other organisations and the Public.
