In order to ensure we can meet the demands of any challenges faced; we have created a new role to enhance the team. The Business Resilience Manager is a leadership role that will play a pivotal part in leading our strategic approach to security and business resilience and add value to our campus experience.'

The

post-holder will co-ordinate the business continuity and operational resilience support

for Campus Services, supporting wider relevant groups across the University in developing and implementing polices, guid - ance, training and communications in collaboration with internal and external stakeholders. The job will require the individual to work across all University services to identify and co-ordinate solutions for immediate implementation. • Act as the Campus Services champion for promoting and advising on business continuity, incident and crisis management. Help lead the development, co-ordination, and embedment of business continuity practices across the University. • Act as a Deputy to the Head of Security and Emergency Planning (HSEP). • Be the subject matter expert on business continuity, major incident planning strategy and emergency plans; advising and supporting managers. • Act as the day to day operational lead for emergency planning, testing and the training within Campus Services.

As well as being the competition venue for squash and hockey, the University of Birmingham is also likely to be an important training venue, including use of the University’s 50m pool and 8-lane athletics track. The University has established a Steering Group to plan its contribution to and benefit from the 2022 Games. The strategic sub-groups include Venues & Sport; Student Experience; Research; Profile and Communications; Culture; Commercial and Business Engagement. The University’s Venues Operations Group includes relevant functional leads within the University, and is led by the Director of Sport. It includes Sport, Estates, Security, Catering, Cleaning, Sustainability, The Guild of Students and IT Services.

December 2017, Birmingham was officially declared host for the 2022 Commonwealth Games.

The University of Birmingham is the principal village for athletes and officials for the Birmingham 2022 Games with the Vale Student Accommodation Village hosting 2,800 athletes and officials across the 12-day event. The Games provide an opportunity to showcase the University’s significant strengths to an international audience The Games are scheduled to take place between 27th July and 7th August, with the following venues and sports/disciplines:

a function of c.950 staff with a turnover of over £59 million, the Campus Services portfolio includes the University’s 5,000-bed student residential villages, sporting facilities, retail and food outlets, a new on-campus hotel and conference centre and 3 day nurseries. A number of campus-wide services fall under the remit of Campus Services including: cleaning, security and emergency planning, portering, post, visitor services, transport, waste disposal and recycling. The division also has responsibility for managing conferencing and events, and managing many of the University’s attractions such as Winterbourne House and Garden. Security and Emergency Planning – Campus Services. Our business is the safety and security of our people, assets, and operations enabling the University mission of “making important things happen” Our team operates every day around the clock to ensure our campus is safe and secure. The University has many characteristics of a small town with 43,000 people studying, researching, socialising, and working. Our Birmingham Campus is open and accessible whenever our people need it, with our Security teams working behind the scenes to make this a safe and enjoyable environment. • Develop and implement a training programme for key stakeholders involved in the delivery of the BCRM and EP programmes and ensure awareness campaigns are in place to ensure staff are kept up to date with plans, legislation and threat levels.

Analysis, Reporting and Documentation • Lead, review and ensure a good practice Business Continuity Resiliance Management (BCRM) programme for Campus Services, which identifies and underpins the key dependencies that support these activities, ensuring the recovery and continuity of these activities are within timescales that do not expose the University to an unacceptable level of operational, financial, regulatory or reputational risk. • Project manage resources efficiently and effectively, and ensure documentation and data is accurate. • Review and audit progress on data and projects to improve effectiveness, efficiency and deliverables against key milestones and updated external advice. • Monitor and report on incidents affecting business continuity and resiliance across Campus Services and the University to the Director of Campus Services. • Provide expertise to ensure that all departments of Campus Services have robust incident and recovery plans that are subject to regular testing. Support the rest of University in delivering the same through advising relevant areas. Customer Support, Liaison, and Collaboration • Liaise internally with stakeholders across Campus Services and the University providing advice, direction and instruction in relation to their areas of business operations. • Develop and deliver effective communications around changes to latest policy guidelines/ process changes to key stakeholders and team members. • Take responsibility for stakeholder management, maintaining regular contact with stakeholders to understand requirements, and review, develop and propose solutions for any issues. • Set up a network of Service Continuity Representatives and Emergency Planning (EP) within departments in order to develop effective working relationships and to ensure plans are developed, fit for purpose, and kept updated. • Lead the BCRM meetings, ensuring that the BCRM programme is in line with institutional objectives and strategy. Implement and lead in the associated steering groups/working parties needed for the programme.

• Represent the HSEP at an institutional level when unavailable

• Support the HSEP in progressing a modern fit for purpose service. Decision Making, Problem Solving, Planning and Organising • Utilise the Centre for the protection of National Infrastructure (CPNI) guidance to build a clear picture on Threat Landscape to the University. • Perform risk analyses for functions to identify points of vulnerability, single points of failure and identify risk avoidance and mitigation strategies. • Analyse these threats, provide advice and ensure procedures are in place to minimise the impact of risks to the Campus Services. • Take responsibility for resolving issues independently and identify alternative methods of recovery following an incident or crisis. • Make decisions related to BCRM and EP management in order to advise stakeholders and external members in an incident or crisis. • Influence BCRM and crisis management policy through advising senior management on BC policy change and its impact across the University and Campus Services. • Lead and support on policy and process development for BC and major incidents in Campus Services. • Plan and lead effective audits, testing and exercises on emergency preparedness to ensure plans are up to date and relevant.

• In the absence of HSEP run the service effectively.

Skills and Experience Essential • Business continuity experience and/or willingness to gain ISO 22301 Business Continuity Management certification. • Proven experience of resilience management in a front-line service, preferably based within Higher Education (HE). • Project management experience and/or willingness to gain a formal qualification. • Relevant/proven professional experience in a complex organisation, preferably HE. • Highly developed skills and experience of producing and analysing complex source material, information and data and turning these into purposeful reports that assist decision making. • Demonstrable experience of managing a range of operational planning scenarios and projects. • Experience of developing effective networks and strong relationships with Colleagues across Professional Services and Colleges, and external partners. • Excellent oral communication and presentation skills, with an ability to use a range of communication skills and strategies to gain commitment to action or change. Proven ability to lead learning and training events. • The ability to exercise discretion regarding the handling and management of sensitive data/ information. • An ability to work simultaneously and effectively to progress several different tasks. Demonstrable experience of managing a range of activity and projects. • Excellent organisation skills with ability to appropriately manage and consider the priority of information coming through. Excellent attention to detail. • Strong intellectual ability and the ability to apply this to management tasks.

Person Specification

Knowledge Essential • A good first degree (First or Upper Second) or equivalent. • Knowledge of the work practices, policies, processes and procedures relevant to the role, including broader sector/ commercial awareness and ability to develop policy in a University setting. Desirable • Knowledge of Security operations and services.

• A high degree of initiative, personal judgement, resourcefulness, flexibility and a self-motivating approach.
