لـ ّد الفوضــى والتنوع الجغرافي أنماطًا ذات طابــع إقليمي يكون فيها � وتو االعتماد األمني المتبادل أشــد كثافة داخل مركَب األمن اإلقليمي مما هي عليه يمكن اعتبارها " . يرى بــوزان أن مركَبات األمن اإلقليمية ((( بيــن المركّب وبيئته نتاجــات خاصــة للنظام الدولــي الفوضو [الذ ] تمثل فيه أنماطًا مســتديمة . فمركَبات األمن اإلقليمية ((( " permanents عوضًــا عــن كونها دائمة durables . وبذلك يكون بوزان ((( وتوازن القوى ينتجان من جوهر النظام الدولي الفوضو قــد تبنّى المســلمة الواقعية عن الفوضى التي تحــدد تصوره الخاص بمركَبات بخالف النظام – األمن اإلقليمية. ووفقا لهذه المسلمة، يُنظر إلى النظام الدولي على أنه نظام يفتقر إلى سلطة مركزية فوق وطنية. وال تعني هذه البنية – الوطني . ((( الفوضوية، مع ذلك، غياب النظام إذ ينظــر بوزان إلى مركَبات األمــن اإلقليمية على أنها نموذ عن فوضى لها بُنَاها وأنماطهــا الخاصة من التفاعالت [التي توفر] " مصغــرة، ونظم فرعية . ويميز ((( " معيارًا مفيدًا يمكّن من تعيين التغير في أنماط األمن اإلقليمي وتقييمه بين ثالثة أنواع من الفوضى: ناضجة؛ وغير ناضجة؛ ووســيطة. فتكون الفوضى (1) Buzan, « Introduction: the Changing Security Agenda in Europe », op.cit., p. 6.
