Over 2022-23 a new social value in procurement policy and process have been developed, adopting a detailed methodology for ensuring social value is considered within all our procurement. From May 2023, all procured contracts which are categorised as strategic will be asked to complete a social value calculator using the industry-recognised Themes, Outcomes and Measures (TOMS) social value process. We have selected 26 TOMS which are particularly relevant to creating social value for Anchor, covering these aims: • More local people in employment • More opportunities for disadvantaged people • Improved skills • More opportunities for local enterprise,

• Reducing inequalities • Ethical procurement • Helping vulnerable people live independently • The circular economy • Reducing carbon emissions • Safeguarding the natural environment.

The social value calculator requests specific bid commitments from the suppliers in strategic categories, which are then monitored during the life of the contract. These commitments are given a weighting of between five and seven per cent of the overall score as part of the procurement process. For the non-strategic suppliers, social value questions are included in each new tender to ask for the suppliers bid commitments. These commitments are then evaluated as part of the tender process and are given a weighting of between two and five per cent of the overall score.
