Responsible for the following directly reporting staff • Senior Facilities Manager (Preston); • Facilities Operations Manager (Westlakes); • Facilities Operations Manager (Burnley); • Campus External Appearance Manager. Duties 1. Provide strategic oversight of the day- to-day operational management of the following: Facilities Management o Cleaning o Caretaking o Housekeeping o Event management and set-up o Portering o Internal waste management Campus External Appearance o Grounds maintenance and external landscaping o Horticulture and gardening o Sports pitch and facilities maintenance o Waste management and recycling o Campus external appearance Coordination of other hard and soft FM services e.g. security, maintenance and catering at an operational level via external outsourced contracts at remote campuses e.g. Burnley and Westlakes 2. Lead the development and implementation of a structured, 5-year Facilities Management Strategy, budget, and programme for reactive and planned facilities operations. 3. Act as lead coordinator for the technical facilities management input to the design and specification of new and refurbished buildings and infrastructure. 4. Provide leadership, line management and development for staff within the Facilities Management, and Campus External Appearance teams to maximise their individual and collective potential.
5. Ensure that the provision of a consistently high-quality student and staff experience is embedded within the policies, processes, systems, and procedures relating to all areas within your line management. 6. Lead the development and management of a structured annual revenue (OPEX) budget and associated monthly reporting system. 7. Develop and maintain an effective asset register and management system for all University vehicles and facilities management assets, supported and facilitated by the Computer Aided Facilities Management (CAFM) system. 8. Develop and communicate clear service specifications and service level agreements (SLA’s) for FM operations. 9. Oversee the effective mobilisation and active management of the external supply chain and the associated service contracts relating to FM services: 10. Act as the primary strategic point of contact for the FM Contracts in place at the Burnley and Westlakes campus and any future facilities that the University operates. 11. Work collaboratively with the Engineering and Maintenance Team to ensure that all consultants, contractors, and suppliers are actively managed and coordinated to effectively manage risk and maintain a safe environment for all those who visit the University. 12. Ensure that an ‘out of hours’ call out service is available 24/7/365 via internal and external resources for emergency/ critical incident situations requiring facilities management support. 13. Have responsibility for health, safety, and environmental compliance in all areas of activity translating relevant legislation into compliant processes and procedures. 14. Undertake any other duties commensurate with the role/grade as determined by the Line Manager

Job Purpose: To lead the University Facilities Management and Campus External Appearance teams across the three primary campuses, to ensure that the estate is well-maintained, and our customers are supported to the high standards articulated within University strategies, policies, and procedures, in accordance with industry/sector best practice, and is fully compliant with statutory legislation. This will include: • maintaining suitable and sufficient capacity and capability via in-house and contractor resources to meet the current and future business need; • proactively managing, reporting upon, and maximising the value of associated budgets and mitigating risks;
• developing and maintaining a safe, welcoming, inclusive, and sustainable environment for all who study, work, or visit the University. • providing a professional, efficient, and customer-focussed service. • delivering an excellent student and staff experience in a safe and healthy environment. To support the Deputy Director of Estates and Facilities and the wider Estates and Campus Services team in delivering the University Estates Strategy and Masterplan 2024-2030.
