Rather than accept Kalshi’s argument that Congress impliedly repealed or preempted numerous federal and state laws, the Court need only apply the established “interpretive principle that a statute dealing with a narrow, precise, and specific subject is not submerged by a later enacted statute covering a more generalized spec- trum where there is no clear intention otherwise.” Shoshone-Bannock , 153 F.4th at 761 (brackets, ellipses, and quotation marks omitted). CONCLUSION The Court should reverse the district court’s order.
