PLANNING AND ORGANISING • As the lead professional develop and lead the implementation of an Engineering Infrastructure strategy for the University taking a ten year view of the University estate. Produce and subsequently implement a programme of works with a ten and five year planning horizons. • As the lead professional contribute to and provide input to the University Estates Strategy, its implementation and review and the annual planning process. Providing professional advice on, the prioritisation of works, and, the most effective use of available resources identifying opportunities for innovation. • Advise and guide colleagues on all aspects of operation of M&E services, including reactive and planned maintenance and capital development. • Direct and organise the activities of the maintenance and controls engineers to provide a high level of service and efficient use of resources. • Must be able to react to emergencies, serious breakdowns and failures and be capable of leading and co-ordinating an effective response to ensure disruption to business is minimised. • Attend meetings with design teams to provide professional guidance and peer review of M&E services design and proposals. • Plan programmes for replacement of obsolete plant to ensure health and safety and business continuity. • Plan for the continual development of the managerial team and operational staff in order to provide professional services to the University and ensure that appropriate arrangements are in place for recruiting, directing, supervising, appraising, and training staff PROBLEM SOLVING • Resolution of failure of engineering services throughout the estate. Ensure health and safety and statutory compliance and advise on

remedial actions. • Explore ways of improving efficiency and effectiveness in the area of responsibility promoting improvements to achieve increased value for money. • Resolve conflict between limited budgets, maintenance priorities, risk management and business continuity to provide reliability and resilience of all engineering services. • Make best use of in-house resources, improve balance between planned and reactive maintenance and engage specialist maintenance contractors as required. • Provide engineering overview on capital projects to make best use of available infrastructure and achieve effectiveness and consistency in design whilst encouraging opportunities for innovation. DECISION MAKING • Ensure financial plans are developed and implemented to ensure services operate within allocated budgets • Advise on the prioritisation of a programme of works which enable the University to meet its internal and external requirements. • In conjunction with the Deputy Director, decide on the content of policies and systems for the Division. • Provide strategic engineering guidance for short, medium and long term building services and engineering infrastructure. • In conjunction with the Deputy Director, decide on skill mix, recruitment and staff allocation. KEY CONTACTS/RELATIONSHIPS • Work with senior colleagues from all areas of the University providing expert advice to committees and project boards. • Represent the University at sector level In addition to the above the post-holder will have regular contact with a wide range of personnel within and out with the University including: • All Estates & Campus Facilities Staff • A wide range of College, School and Professional Services Group staff • Human Resources and Trade Union representatives • Staff Representatives • Professional Consultants • Contractors

Reporting to the Deputy Director of Estates (Operations), this role takes responsibility for the operation, compliance and maintenance of all mechanical and electrical engineering services across the University estate, which encompasses a diverse range of buildings and facilities including teaching and research space, healthcare facilities, workspace, enterprise space, social and hospitality space, residential accommodation, recreational and sports facilities and the public realm. The postholder will provide professional guidance and advice to the University on the medium and longer-term direction, strategy, policies and objectives for engineering infrastructure, and services, and advise and liaise with the Carbon Programme team on the delivery of energy related matters. We are seeking an exceptional candidate with proven experience of leading engineering services across a large-scale, diverse and complex portfolio, with a track record of leading transformation programmes resulting in demonstratable advancement in operational estates and infrastructure management. JOB PURPOSE Strategic and tactical:
