Lockdown at Rockland schools

The youth arrested during the morning incident at RDHS is charged with assault and uttering threats to cause bodily harm. He was released on a promise-to-appear and an officer-in-charge undertaking, and is now scheduled for the Feb. 17 provincial court session in L’Orignal. Several schools in the Town of Rockland went into temporary lockdown last Thur- sday as part of police investigations of two separate incidents involving possible threats with weapons. Two youths were arrested and charged. A “hold and secure” order went into effect at RocklandDistrict High School (RDHS) the morning of Jan. 21, as police investigated an allegation of possible threats with a weapon involved at the school. A 15-year-old suspect was arrested and the “all-clear” given to restore the school to its normal open-to- the-public status. Later that same afternoon, police received a report of someone seen with a firearm walking along Giroux Street, which is close

to several school neighbourhoods in the town. A lockdown notice was sent out for all schools from the four school districts operating in the Town of Rockland to go into “hold and secure” status while police investigated. Another suspect, age 17, was arrested was later arrested. An OPP incident brief

states that both the morning incident and the one in the afternoonwere unrelated.The names of both suspects are withheld under the Youth Criminal Justice Act. All students and staff were safe inside the school buildings until the “hold and secure” orders were lifted. Students all headed home by bus and customary parental pickups.

Le nouveau Règlement doit cadrer avec la déclaration de principes provinciale, et être conforme aux plans officiels. Le Règlement de zonage est le principal outil de mise en œuvre pour les plans officiels et constitue le document juridique qui régit l’utilisation des terrains, ainsi que le type, la taille et l’emplacement des bâtiments et structures sur les propriétés. Le Règlement de zonage inclus plusieurs parties et une série d’annexes. Comme le Règlement de zonage s’applique à tous les terrains dans la Cité de Clarence-Rockland, une carte-index n’a pas été fournie. SI UNE PERSONNE ou un organisme public ne présente pas d’observations orales lors d’une réunion publique ou ne présente pas d’observations écrites à la Corporation de la Cité de Clarence-Rockland avant l’adoption du règlement, la personne ou l’organisme public n’a pas le droit d’interjeter appel de la décision du Conseil de la Corporation de la Cité de Clarence-Rockland devant la Commission des affaires municipales de l’Ontario. NOTICE OF A PUBLIC MEETING CONCERNING A NEW COMPREHENSIVE ZONING BY-LAW

FOR THE CORPORATION OF THE CITY OF CLARENCE-ROCKLAND

TAKE NOTICE that the Council of the Corporation of the City of Clarence-Rockland will hold a public meeting on the 2 nd day of March, 2016 , at 7:00 p.m. at the Clarence-Rockland Town Hall, 415 Lemay Street, Clarence Creek , to consider a new Comprehensive Zoning By-law for the City of Clarence-Rockland under Section 34(12) of the Planning Act , R.S.O. 1990, as amended. PURPOSE AND EFFECT OF THE ZONING BY-LAW The new Comprehensive Zoning By-law will provide zoning standards throughout the City. The new By-law will also serve to implement provisions of the Official Plans. The new Zoning By-law will be consistent with the Provincial Policy Statements, and will conform to the Official Plans. The Comprehensive Zoning By-law is the primary implementation tool of the various Official Plans and is the legal document which regulates how land can be used, as well as the type, size and location of buildings and structures on properties. The Zoning by-law includes various parts as well as a series of Schedules. The Comprehensive Zoning By-law applies to all lands within the City of Clarence-Rockland therefore a key map has not been provided. IF A PERSON or public body does not make oral submissions at a public meeting or make written submissions to the Corporation of the City of Clarence-Rockland before the by-law is passed, the person or public body is not entitled to appeal the decision of the Council of the Corporation of the City of Clarence-Rockland to the Ontario Municipal Board.
