Crashes by Roadway Ownership Roadways within the City of Fort Worth boundary are either owned by TxDOT (on-system) or by the city (off-system). This section compares the number of total crashes and KSI crashes that occurred on on-system and off-system roadways. The result of this analysis is shown in Table 4. Despite representing less than half of all crashes and only about 36% of VRU crashes, on-system roadways account for more than half of all mode KSI crashes and VRU KSI crashes, indicating that crashes on on-system roads are more likely to have severe outcomes, likely due to the higher functional classes and speed limits typically found on on-system roadways. Considering the different mileage and number of traffic carried by these two roadway systems, the total annual vehicle miles traveled (VMT) on each roadway system were calculated to determine if crashes are overrepresented on either system 5 compare to their share of VMT. The on-system roadways in Fort Worth carry about 84% of the total VMT. Comparing the on-system share of crashes shown in Table 4 with the share of VMT, crashes on on-system roadways are not overrepresented. On the other hand, despite carrying only 16% of annual VMT, the off-system roadways are overrepresented, with more than 50% of all crashes and over 80% of VRU crashes.

Looking at CMV crashes by roadway systems, over two-thirds of CMV crashes happened on TxDOT-maintained on-system roadways and they are almost two times more likely to result in severe injuries or death.
