The location distribution of VRU-involved crashes ( Figure 12 and Table 17 ) shows a similar pattern, though an even higher percentage of them occurred outside an intersection, accounting for 59.3% of all crashes and 74.9% of KSI crashes. Compared to VRU crashes at intersections, VRU crashes on roadway segments between intersections were almost twice as likely to cause severe outcomes.
