The distribution of VRU crashes by functional class shows a similar pattern (see Figure 18 and Table 23 ), but with much fewer crashes on tollway/freeway and more on lower functional class roadways. However, tollway/freeway still represented the highest share of KSI crashes, likely due to the high traveling speeds. Again, roadways with higher functional classes are overrepresented in both overall and KSI crashes while residential roads, despite accounting for more than half of the roadway lane miles, have a much lower share of crashes, especially KSI crashes. Overall, a disproportionate number of total and KSI crashes happened on higher functional class roadways, such as tollway/freeway and arterials, regardless of the mode involved.
