Overall crash level mode is assigned based on the most vulnerable mode involved, using the order:

1. Pedestrian 2. Bicyclist

3. Motorcyclist 4. Motor vehicle

For example, if a crash involved a pedestrian and motor vehicle, the overall crash would be assigned a mode of pedestrian. VRU modes were considered as pedestrians and bicyclists. Note: when determining crash level mode, CMV crashes were not considered separate from motor vehicle crashes.
