4.2 TRANSPORTATION DEMAND MANAGEMENT (TDM)
Evaluate current conditions and consider setting a stated mode shift goal for converting trips from single-occupancy vehicles (SOV) to other modes. Update, adopt, and implement land use plans, TDM incentives, and street design policies that increase safety and provide travel and other benefits for people who travel in ways other than driving alone.

4.3 ADOPT REQUIREMENTS FOR MAINTAINING MULTIMODAL ACCESS DURING TEMPORARY CLOSURES
Develop and enforce requirements, provide guidance, and coordinate with city engineers, construction companies, and external stakeholders to ensure that access for people walking, bicycling, and using transit is maintained during all phases of roadway or site construction, special events, and other temporary closures. Address challenges experienced by transit users, such as limited access to busy bus stops during construction, by collaborating closely with transit authorities. Promote successful practices, such as the construction of temporary ramps to maintain access to bus stops, as demonstrated during bike lane construction on W 7th Street. Incorporate these best practices into standard operating procedures to improve consistency and accessibility across projects.
