The Phone-Free School Act

Barstow Unified School District Board Policy 5131.8 - Mobile Communication Devices states, in part, “all mobile communication devices, cell phones, smartwatches, etc., shall be turned off during instructional time and shall not be used in any manner that infringes on the privacy rights of any other person. On Sept. 23, 2024, Gov. Gavin Newsom signed into law Assembly Bill 3216, the Phone-Free School Act. The legislation requires every school district to have a policy limiting the use of cell phones. All BUSD students will be required to leave any mobile communication device in their backpack or purse or place the device in a school-supplied security case. Students will be allowed access to their phone in the event of an emergency. BUSD Translation Services Barstow Unified School District (BUSD) is committed to ensuring all parents and guardians, including those with limited English proficiency (“LEP”), are able to actively and meaningfully participate in their child’s education.
