Scott Godfrey, Assistant Superintendent of Educational Services for the Barstow Unified School District (BUSD), is focused on student achievement and supportive learning environments. Mr. Godfrey leads the development and implementation of the district's core academic programs, overseeing vital areas such as:

Jorge Gutierrez, the dedicated Assistant Superintendent of Personnel Services for the Barstow Unified School District (BUSD). In this essential leadership role, Mr. Gutierrez is crucial for ensuring the district recruits, develops, and supports the staff—both certificated (teachers) and classified—who serve BUSD's students every day. The Heart of Human Resources As the head of Personnel Services, Mr. Gutierrez oversees all aspects related to the district's workforce, which is the foundation of a successful educational system. Curriculum and Instruction: Ensuring the use of effective, standards-aligned educational materials and teaching methods. Student Achievement Plans: Elevating academic performance through strategic planning (e.g., Single Plan for Student Achievement - SPSA). Instructional Support Services: Providing resources and training for educators He promotes equity, ensuring all students have access to high-quality education and support.

Recruitment and Hiring: Attracting and onboarding highly qualified teachers, administrators, and support staff to fill positions across all BUSD schools and departments. Employee Relations: Managing contracts, resolving personnel matters, and fostering a positive working environment for the entire BUSD staff. Credentialing and Compliance: Ensuring all certificated staff maintain the necessary state credentials and that the district adheres to all state and federal employment regulations. Mr. Gutierrez and his team are directly responsible for the strategic administration that supports every employee, ensuring the students have excellent, committed adults leading their classrooms and school sites. Mr. Gutierrez’s work ensures that BUSD's core mission of providing excellent education is upheld through its staffing. By focusing on finding and retaining the best talent, he helps to secure a stable and high-quality educational experience for every student in the Barstow community. Title IX and Compliance: As the Title IX Coordinator, he commits to non-discrimination and maintaining a safe, inclusive environment. District-Wide Opportunities: He supports initiatives like the Intradistrict Transfer Open Enrollment Period and specialized schools such as the Barstow Fine Arts Academy and Barstow STEM Academy. Rebekah Michelson is the BUSD Title IX/Uniform Complaint Procedure (UCP) Officer and plays one of the most important roles in our school district: she is the dedicated person who makes sure every student and staff member is treated fairly and equally. Simply put, her job is to protect everyone from discrimination and harassment so that our schools are safe and welcoming places to learn and work. Think of the Title IX/UCP Officer as the district's official fairness and equity champion. They are there to answer questions, explain your rights, and guide students, parents, and staff through the formal process of reporting a serious issue. What is Title IX? Title IX is a federal law prohibiting sex-based discrimination in any school program or activity that receives federal funding. The Title IX Officer prevents and responds to sex-based discrimination and harassment, with main duties including: Gender Equality, Preventing Harassment, Investigating Complaints and Making changes.

What is the Uniform Complaint Procedure (UCP)? The UCP is the district's official way to handle formal complaints related to various issues, including discrimination (not just sex-based), certain educational programs (like Special Education), and requirements like having enough textbooks.
