“It’s a question of accountability. We elected you. You have to come up with solutions. If something happens, if nothing is done, you will be held accountable” – comments made to select municipal Councillors, April 2011, on the deplorable condition of roads in Clarence Rockland. Apart from voting, the most important role a citizen can play is to hold its elected representatives accountable for the prom- ises they make. Did they deliver on what they promised? Mayor Guibord, in his 2010 run up to the mayor’s chair made a commit- ment to create a priority list for improving our roads. Such a list he, claimed, “Would create a just and equitable system to pre-

And while we will soon be hearing Council loudly sing- ing its own praises about how it managed to keep this year’s municipal tax increase to a modest .5%, (forget the tax rate increase of nearly 10% in 2011) you can bet that the one issue both Mayor Guibord and Mr. Félio will not be anxious to discuss, the elephant in the room so to speak, is their abject fail- ure to deliver on their promises and respon- sibilities to satisfactorily improve our roads over the past three years. How could so little have been achieved

since the past election? The chronology of events is as follows: In October of 2011 a Request for Proposals (RFP) on a Roads Management Plan and Needs Study was is- sued by the city. A year later, in the Fall of 2012, the final report on the Needs Study was “delivered” but not formally presented to Council for acceptance. As of March 10th, 2013 that same study, with precious few details publically fleshed out remains yet to be formally presented to/or accepted by Council. Furthermore, no detailed plan with related costs for the work projected to be undertaken over the next few years has, to date, been adopted by Council. In short, some three years after the election and the Mayor’s promise of better roads through a prioritized plan of attack, we have another costly “study”but no municipal council plan to act on its findings. One is compelled to ask a simple question-why the foot-drag- ging? To the citizens of Clarence Rockland, this has all the makings of a file that was, to be blunt, ineptly managed and we need to hold accountable those responsible for this maddening, ongoing travesty. Given all of the taxes paid over the past three years, are our roads any better today than before the last election? It is incomprehensible to the average person why the crumbling infra- structure that is our roads, something that has so long been identified by a succession of politicians for many years now, continues to be a mismanaged file – except of course at election time when promises are made. So as the next election rolls around and more political promises aremade to address the sad state of affairs that is our current road system, remember that you do have the power to hold accountable those who made all the unfulfilled promises of better roads three years ago – it’s called a ballot. Every pot hole you bounce into should be a constant reminder of that!

So how are we doing with that list? Well, three years after the election there is still no list; no identified priorities and no one taking responsibility for the shameful state of our roads! We pay first world taxes yet drive on roads that would rattle the fillings of citizens living in third world countries. So who then, is responsible for letting one of the city’s most exigent of files, our Roads Management System, fall between the cracks? The responsibility rests squarely on the shoulders of Mayor Guibord, for failing to deliver on his promise, and on Ward 5 Councillor, Mr. Guy Félio who has, as part of his responsibility, the city’s Infrastructure
