AB 890, Lee. Nonminor dependents: county of residence. Revises criteria for the court to consider when youth participating in the extended foster care program request to transfer their case to a new coun- ty. An act to amend Sections 17.1, 366.31, and 375 of the Welfare and Institutions Code, relating to juve- niles. AB 896, Elhawary. Foster care: placement transi- tion planning. Requires each county to adopt a place- ment transition planning policy and requires the California Department of Social Services (CDSS) to issue guidance to county child welfare agencies to describe best practices and strategies for success- ful placement transition planning. An act to add Chapter 10 (commencing with Sec- tion 8410) to Division 4.1 of the Public Utilities Code, and to add Section 18917.2 to the Welfare and Institu- tions Code, relating to public social services. AB 898, Bryan. The Family Urgent Response System. Authorizes county-based mobile response systems that are not otherwise responding to calls placed through the statewide hotline known as the Family Urgent Response System (FURS), to utilize staff based on local needs, and expands their usage to include those receiving family preservation or voluntary or court-ordered family maintenance ser- vices. An act to amend Sections 16527 and 16529 of the Welfare and Institutions Code, relating to child wel- fare. AB 969, Celeste Rodriguez. CalWORKs: family violence option and gender-based violence informa- tion. Makes numerous changes to California Work Opportunity and Responsibility to Kids (CalWORKs) protocols for waiving welfare-to-work program re- quirements for past or present survivors of abuse. An act to amend Sections 11495, 11495.1, and 11495.17 of, and to amend, repeal, and add Sections 11495.15 and 11495.16 of, the Welfare and Institu- tions Code, relating to CalWORKs. AB 1069, Bains. Older adults: emergency shelters. Requires as part of disaster planning and response, an area agency on aging (AAA), independent living center (ILC), or an Aging and Disability Resource Connection (ADRC) program have access to an emergency shelter in order to ensure older adults and persons with disabilities receive continuous ser- vices and necessary support. An act to add Chapter 15 (commencing with Sec- tion 9860) to Division 8.5 of the Welfare and Institu- tions Code, relating to aging. AB 1076, Addis. Qualified ABLE Program: Cal- ABLE accounts: funding. Authorizes the California Achieving a Better Life Experience (ABLE) Act Board (ABLE Act Board) to accept grants, gifts, and other moneys from a philanthropic entity. An act to amend Section 19304 of the Revenue and Taxation Code, and to amend Section 4877 of the Welfare and Institutions Code, relating to Qualified ABLE Program, and making an appropriation there- for.
AB 1261, Bonta. Immigration: immigrant youth: access to legal counsel. Requires the state to provide legal representation for unaccompanied undocu- mented minors in federal immigration proceedings, or related state proceedings, in California. An act to add Section 13300.5 to the Welfare and Institutions Code, relating to immigration. AB 1314, Ahrens. Transitional housing placement providers. Specifies county contract requirements with a transitional housing placement provider (THP), including prohibiting the contract from con- taining terms that create unreasonable barriers for a foster youth’s admission into the THP program. Requires contracts to ensure that decisions about sharing bedrooms, bathroom, and units together, regardless of gender identity, are led by the program participant and agreed upon in collaboration with the provider. An act to amend Section 1559.110 of the Health and Safety Code, and to amend Section 16522.1 of the Welfare and Institutions Code, relating to foster care. AB 1376, Bonta. Wards: probation. This bill states that a ward may not remain on probation for a period that exceeds 12 months from the disposition hearing, except that a court may extend the probation period upon proof by a preponderance of the evidence that it is in the ward’s and public’s best interest to extend probation, as specified. An act to amend Sections 729, 729.1, 729.2, 729.6, 729.8, 729.9, 730, and 742.16 of, and to add Section 602.05 to, the Welfare and Institutions Code, relating to juveniles. AB 1476, Wallis. Meal program: senior citizens. Requires the McCarthy Kennick Nutrition Program for the Elderly Act of 1971 (Nutrition Program Act) to include the establishment of projects that would provide, at least five days a week, at least one meal per day and any additional meals the contracting agency or organization may elect to provide for indi- viduals 60 years of age or older. An act to amend Section 18327 of, and to add Sec- tion 18327.4 to, the Welfare and Institutions Code, relating to nutrition. 2025 Senate Welfare and Juvenile Laws SB 119, Committee on Budget and Fiscal Review.
