Human services. This bill provides for statutory changes necessary to enact human services related provisions of the Budget Act of 2025. An act to amend Sections 11265.15, 11320.1, 11325.15, 11325.4, 16121.5, and 18901.36 of, and to add Sections 10618.9 and 18900.95 to, the Welfare and Institutions Code, relating to human services, and making an appropriation therefore, to take effect immediately, bill related to the budget. SB 380, Jones. Sexually violent predators: transi- tional housing facilities: report. Requires the State Department of State Hospitals (DSH) to conduct an analysis of the benefits and feasibility of establishing transitional housing facilities for the conditional re- lease program (CONREP) for sexually violent pred- ators (SVP). An act to add Section 6608.9 to the Welfare and Institutions Code, relating to sexually violent preda- tors, and declaring the urgency thereof, to take effect immediately. SB 413, Allen. Juveniles: case file inspection. This bill provides specified attorneys access to a juvenile case file without a court order for specified purposes. An act to amend Section 827 of the Welfare and In- stitutions Code, relating to juveniles. SB 471, Menjivar. Office of the Developmental Ser- vices Ombudsperson. This bill establishes the Office of the Developmental Services Ombudsperson as an independent and autonomous entity within the Department of Developmental Services (DDS). This bill establishes the duties of the Office, including disseminating information, providing training and technical assistance, and receiving and investigat- ing complaints made by or on behalf of individuals served by a regional center. An act to add Chapter 1.4 (commencing with Sec- tion 4506) to Division 4.5 of, and to repeal Section 4685.9 of, the Welfare and Institutions Code, relating
to developmental services, and declaring the urgen- cy thereof, to take effect immediately. SB 624, Caballero. Nonminor dependents: tax guidance. This bill requires the California Depart- ment of Social Services (CDSS) to issue guidance to counties with information about practices to support nonminor dependents with filing state and federal in- come tax returns and accessing the foster youth tax credit. This bill requires county welfare departments and juvenile probation departments to annually send, by mail, to every nonminor dependent, information about filing state and federal income tax returns and the foster youth tax credit. An act to add Section 10618.7 to the Welfare and Institutions Code, relating to public social services. SB 778, Limón. Migrant childcare and develop- ment programs. This bill expands eligibility for the migrant childcare and development programs to in- clude a family with one individual who has earned at least 40 percent of their total gross income from employment in fishing, agriculture or agriculturally related work. An act to amend Section 10236 of, and to add Sec- tion 10236.5 to, the Welfare and Institutions Code, relating to childcare. SB 792, Arreguín. Childcare. This bill (1) amends the definition of attendance for purposes of reim- bursement; (2) aligns the income cap for disenroll- ment from subsidized child care programs with the income eligibility cap; and (3) extends the family fee exemption for children who are recipients of child protective services or at risk of neglect or abuse to align with 24-month eligibility. An act to amend Sections 10213.5, 10272, 10291, and 10372.5 of the Welfare and Institutions Code, re- lating to childcare.
