Student financial aid: Cal Grants: Mid- dle Class Scholarship Program: eligibility: depen- dents of members of the armed services stationed outside of California. This bill extends eligibility for the Cal Grant and Middle Class Scholarship (MCS) Program to dependents of a member of the United States (US) Armed Forces who maintains California as their state of legal residence even if the dependent member did not graduate from a California high school and who otherwise meets all other applicable eligibility requirements. An act to amend Sections 69411, 69433.9, 69436, 69514, and 70022 of the Education Code, relating to student financial aid. AB 121, Committee on Budget. AB 1524, Committee on Judiciary. Courts: fees. Allows the public to use their own equipment to copy court records, subject to specified conditions; pro- vides that in the absence of a statute or rule explic- itly authorizing or prohibiting a fee by the superior court for a particular service or product, the court may charge a fee not to exceed the cost to the court of providing the service or product; and requires the Judicial Council to report to the Legislature specif- ic information about each fee charged by a superior court in specified fiscal years for which the revenue collected by and distributed to the court as a result of the fee exceeds the court’s cost of providing the service or product. An act to amend Sections 68150 and 70631 of the Government Code, relating to courts. 2025 Senate Courts and Judiciary Laws SB 27, Umberg. Community Assistance, Recovery, and Empowerment (CARE) Court Program. This bill makes changes to the Community Assistance, Recovery, and Empowerment (CARE) Act includ- ing program eligibility and how respondents are re- ferred, among other changes. An act to amend Section 1370.01 of the Penal Code, and to amend Sections 5971, 5972, 5975, 5977, 5977.1, 5977.3, 5978, and 5985 of the Welfare and Institutions Code, relating to courts. SB 54, Umberg. Court fee waivers: veterans. Pro- vides that specified veterans benefits are not to be considered income for the purpose of seeking a fee waiver to proceed with a matter in court. An act to amend Section 68632 of the Government Code, relating to courts. SB 673, Ochoa Bogh. Courthouse construction: filing fee surcharges. This bill extends, until January 1, 2039, authority for the San Bernardino County Su- perior Court to collect a surcharge on certain filing fees to fund courthouse construction. An act to amend Section 70624 of the Government Code, relating to courts. 2025 Assembly Education Laws AB 49, Muratsuchi. Schoolsites: immigration en- forcement. Establishes, as an urgency measure, the California Safe Haven Schools Act and prohibits, except as required by state or federal law, school of- ficials and employees of a local educational agency (LEA) from allowing officer or employee of an agen- cy conducting immigration enforcement to enter a school site without providing a valid judicial warrant or court order. Prohibits LEAs from providing infor- mation about pupil’s, their families, teachers, and school employees, to immigration authorities.
