Educational equity: immigra- tion enforcement. Requires local educational agen- cies (LEA) to post the “Know Your Educational Rights,” Immigration-Enforcement Action at Cali- fornia Schools Guide (Guide), in the administrative building of each schoolsite and to post the guide on its website and on the websites of each school site in every language that the Attorney General (AG) provides. An act to amend Section 234.7 of the Education Code, relating to educational equity. AB 422, Jackson. State Seal of Civic Engagement. Requires the Superintendent of Public Instruction (SPI), when the State Board of Education (SBE) next revises the criteria for awarding the State Seal of Civic Engagement, to recommend revised criteria including a demonstrated understanding of the im- portance of preserving democracy and its vital insti- tutions. An act to amend Section 51471 of the Education Code, relating to pupil instruction. AB 466, Solache. Public postsecondary education: Donate Life California: educational information. This bill requires each campus of the California Commu- nity Colleges (CCC) and the California State Univer- sity (CSU), and requests the University Of California (UC), to provide educational information about Do- nate Life California and the Donate Life California Organ and Tissue Donor Registry to all incoming students. An act to add Section 66027.41 to the Education Code, relating to public postsecondary education. AB 503, Mark González. School facilities: Civic Center Act: direct costs. This bill, an urgency mea- sure, permanently restores provisions of the Civic Center Act that expired on January 1, 2025, allow- ing school districts to continue recovering direct costs—including proportional maintenance, repair, restoration, and refurbishment costs—for the use of non-classroom school facilities and grounds by eligi- ble organizations. An act to amend Section 38134 of the Education Code, relating to school facilities, and declaring the urgency thereof, to take effect immediately. AB 542, Celeste Rodriguez. Continuation schools and classes: youth workforce development pro- grams. Authorizes school districts operating contin- uation high schools or continuation education class- es to offer youth workforce development programs on one or two weekdays per week, provided students are enrolled in at least 15 hours of class attendance per week. An act to amend Section 46170 of the Education Code, relating to school attendance. AB 560, Addis. Special education: resource spe- cialists: special classes. Requires the Superintendent of Public Instruction (SPI), on or before July 1, 2027, to recommend a maximum adult-to-student staffing ratio for special day classes for students with disabil-

Re- quires all information received by the personnel to be confidential and used for certain limited purpos- es, and would make an intentional violation of this confidentiality provision a misdemeanor. An act to add Section 66020.8 to the Education Code, and to add Section 826.9 to the Welfare and In- stitutions Code, relating to postsecondary education. AB 313, Ortega. Student financial aid: application deadlines: extension. Allows the California Student Aid Commission (CSAC) to extend by 30 calendar days the application deadline for any financial aid program administered by CSAC, if CSAC deter- mines that a delay in the opening of the Federal Free Application for Federal Student Aid (FAFSA) has occurred. An act to amend Section 69513.2 of the Education Code, relating to student financial aid. AB 323, Fong. Strong Workforce Program: work- based learning opportunities. This bill authorizes community college districts (CCDs) to use Strong Workforce Program (SWP) funds apportioned di- rectly to them to support paid work-based learning opportunities for students and employers, and re- quires the California Community Colleges Chancel- lor’s Office (CCCCO) to revise related policies and guidance by June 30, 2026. An act to amend Sections 88821 and 88825 of the Education Code, relating to community colleges. AB 361, Schultz. Best value procurement: school districts. This bill permanently authorizes the Los Angeles Unified School District (LAUSD) to use the best value procurement method and establishes a pilot program authorizing all other school districts and county offices of education (COEs) to use best value procurement for construction projects over $1 million until December 31, 2030. An act to amend Sections 20119, 20119.2, and 20119.3 of, to amend and renumber Section 20119.6 of, to add and repeal Article 3.4 (commencing with Section 20119.8) of Chapter 1 of Part 3 of Division 2 of, and to repeal Sections 20119.5 and 20119.7 of, the Public Contract Code, relating to best value procure- ment. AB 378, Valencia. Education finance: Classified School Employee Summer Assistance Program.
